I think you mean MoS with a lash . Generally, lash + flight is the most effective. Keep him cheap; avoid unnecessary upgrades, such as the claws, when his force weapon is sufficient. On that note, the lash is a ranged psi power, so you want to keep him away from the enemy. This is counterproductive to melee upgrades.
The bike is alright, but very rarely will you find yourself turbo-boosting with a lash sorcerer. It's better to move 12" and then use the psi power. Consider 'flight' instead. It will serve just as good, but for a third less. Additionally, 'flight' allows your sorcerer greater maneuverability over terrain.
The lash is indeed good against most opponents. However, against psi suppression armies, the lash becomes greatly hampered.
If you're looking for a cheap c.c. H.Q., then consider this: Against basic MEQs, the flying sorcerer with warp time is statistically better than his compliment as a lord with lightning claws, which is only 5 points cheaper. The sorcerer is even better than a lord with a undivided daemon weapon, once you consider that every 6th round, the lord will be taken out of commission.
Quick comparison (charge included)-
Sorcerer kills on MEQs: 3.3
Clawed Lord kills on MEQ: 2.5
Lord with undivided daemon weapon kills on MEQs: 2.8
Things change a bit when facing units or characters with a higher W.S, in which case the lord wielding the daemon weapon then becomes the favored choice, followed by the sorcerer. The same holds true against T3 swarms.
