I think much of my experience in BFG so far has been a harsh learning experience regarding how important they are.
Originally I didn't bother and just tried to cram as many terror ships into my list (been playing orks) as possible. The problem with that was that it meant using big squadrons.. I literally did stick all my ships in one squadron once. It was insane.
After realizing the downsides of big squadrons, I'm now trying and find a balance between ship numbers, squadron sizes and rerolls. I max out on warlords in order to get extra power fields anyway, which means at least 3 rerolls in 1500 points, plus an extra one or two if I can afford it. I still feel like I'm a bit conservative about using them, and once or twice I've got through a game with some left over simply because I didn't want to be left without them when I needed them. Oh well, we live and learn.
So yeah, they're important and I try and use lots.
If I play with Tau and all their missiles and attack craft I need at least 2 re-rolls (kor + aun'el).
With Craftworld Eldar I can do with minimum, but to keep in character I take some (eg farseers).
With AdMech: None.
IN: ~2 I think.
