Yes, if u use the right tools : u need at least a basilisk, missile launchers, meltaguns, maybe a rough riders squad with lances to charge deep striking enemies. Platoon command squads can be given the medic\plasmaguns combo, with drop troops doctrine you can deep strike special wpn squads near enemy units and point blank them with demo charges n' meltas. Remember the defilers must die first.
I agree with Hermann on all of his points. I would add that the key to all Imperial Guard armies is their ability to field so many more models than the armies you have mentioned. Bulk up on infantry and conscripts, and remember the Golden Rule - One Lasgun Is Useless, One Hundred Lasguns Are Not!
Concentrate a squad of infantry/consript fire at any enemy unit and you should score wounds, no matter their toughness. Unless it's more than 7..***
I play marines. I have lost a few battles to good IG players.
The key is your artilery, and massed lasgun fire. A basilisk, well used, can desrtoy most of the marines heavy support before the marines can bring it against the IG tanks. Massed bolter fire, as well as a well placed missile here or there can devestate a squad of marines in a matter of turns. Then, if the weakened marines are foolish enough to charge into close combat (a mistake they tend to make once and only once) they will most likely be destroyed, assuming you array your troops properly on the field.
One of the basic thing to remember about 40K is that all the armies are balanced against eachother. All of them have strengths and weakness'. The key is to exploit your opponents weakness, while hiding your own as best as possible.

One of the things about IG is that making an all purpose army is quite tricky. I have three different army lists personally.
The first list is anti "horde" armies, which includes any army that has a basic save of 4+. I take lots of Autocannons and Heavy Bolters and might even use the Exterminator tank.
The second list is an anti Marine list. I take lost of Missile Launchers, Lascannons and Battle cannons.
The last list is my tournament list. In this list I try to balance out what I take with a few Lascannons, some Heavy Bolters and three different tanks.
ALL of these lists use Creed and Kell, the special characters because they are just so darned useful in the deployment phase.
H0urg1ass, are all these armies above 1,500 points as well? That is just me wondering about using the best and most economic HQ choice the guard has with Creed 'n Kell, but since it's over 100 points GW says you can't use it in under 1,500 points (< 10%). What do you use for smaller battles, or do you think that's "grey area"
