I am thinking of making a Ninja Ogre model and placing him on a Giant sized base with a 10 or so Ninja Gnoblar and the Ninja Maneater and counting them as a Giant.
Fluff wise it would be a group of Ogres and Gnoblars that have been trained in the Ninja arts and fight in a very random way. For example the Jump and Down attack would be the group going on an all out Jacky Chan style Ninja strike that could fail if the Ogres go too far and fall over injuring the Gnoblars.
Would this be funny, fluffy and fair as long as I inform my opponent that they represent a Giant?

I say you can sub anything you want as long as it's not confusing. If you're using all Brettonian army models to count as vampire counts - that's confusing, but if the base size is correct and the models stand out well enough to represent a different model - go for it. Just as long as it can be distingueshed from your other models.
May I suggest having the two Ogres modeled so that one is standing on the other or that one is leaping from the other. This would give it some "giant" height, play to the ninja theme, andmake them seem more like one entity. I dont think anyone could forget they were supposed to be a giant once you told them if they were modelled like that.
