Okay, so that's the list so far. Problem is, I don't have enough room for any fast cavalry. I definitely want some fast cavalry. Where do I get the points?
Am I too character heavy?

First I'll say that i like your list, it has a lot of numbers with quite a few things that are dead 'ard, and it oddly seems to mirror my own. I think that the best way for you to get some points back is to downgrade the night goblins a little bit. Goblins usually act as a support unit and wont do too well any other way, so spending a lot of points on them usually ends up being pretty pointless (no pun intended ). For example, I used to equip mine with spears, but then i realized on the rare occasion that they actually got used, (my goblins will usually flee to help set up a better charge for my orcs, or if they charge a flank they cant use them in the first round), the extra low weapon skill, low strength, and low initiative attacks just didnt do anything. I would also suggest that you drop the bosses from the night goblins because, again, the cost of that measly extra attack is just not worth what it will do. If you are still looking for some more points to free up, I would suggest the shields from the black orcs, (as they will likely be using two choppas all the time anyway), the bullies from your spear chukkas (I try to take them as well, but their benefits can be fairly minimal and you're trying to save points), and maybe one fanatic from your big night goblin unit. With all that you should be able to fit in two fast cav units which should probably be good enough.
I would still keep the shields on the black orcs, having a 4+ save against range is kick ass, and sometimes 2 choppas isnt necasarry anyway.

My opinion, your night goblins are too expensive. I would keep hand weapon and shield (those extra attacks aren't really going to hit or kill anything worthwhile) and while fanatics are cool, 3 of them gives you a really good chance of hurting your self or getting in your way. It makes a really cheap unit, suddenly expensive and then they aren't as expendable and you can't use them in the ways you want. If you really just want somehting to bring the fanatics - go with a 10 man NG unit with 3 fanatics no upgrades. When they deliver the goods, they'll die and get out of the way. Otherwise, NG only have numbers. I like a 30-35 man unit FC with netters and maybe 1 fanatic) Great combat resolution so stupid things don't charge them (like cavalry or Fastcav) they won't panic because they are too big and they get a 5+save and with the nets, have a decent chance of surviving. And are still cheaper than the unit you have.
I would put your Black Orc BSB on a boar for the extra save.
Personally i don't think the shields are worth it. You shouldn't be worried about shooting. Any decent shooting (handguns) will negate your armor anyway. You need numbers more than armor. Think how hard str 3 shooting has to even do 1 wound, it's almost impossible for a bow to hurt these guys. The only one with enough str 4 shooting is woodelves in close range ~ you're going to charge and obliterate them next turn anyway or dwarves/empire. If they have that much shooting, the fast cav is going to be much more valuable to you anyway to either take them out, or block LOS or keep them busy for a turn so you can Waagh and fight.
Now for something you won't like, I think the new Black Orcs are so overpriced, that they are not worth it in my opinion. For the price of a Black orc, you can get 2 regular orc boyz. You win the game with combat res - not cool models. But if you have to have them, then I would cut some of the stuff like gamerfreak said and slim down the NG units so they're cheap.
Remember you only need about 65-70 pts for a unit of fast cav so you're almost there.
