The Goblin Bomb is a Goblin Bigboss equip with l. armor, shield, wolf, Wollopa's One Hit Wunda, and the Brimstone Bauble for a grand total of 91 points.
I've just recently started playing with this guy and I doubt I will ever go without him again. When I first started playing I considered such a configuration but discarded the idea - it costs you a hero slot and how much damage can he really do? The answer: A Ton... The trick is identifying what the rest of your army can't deal with and using him to neutralize it: Giants, lone heroes on special mounts, casters, monster units (Ushabti or Minotaurs). My biggest migraine of late has been lvl4 H. Elf casters on a Dragon w/the Book of Hoth (all doubles other than double 1's cause irresistible force). I couldn't stop the casting (I. Force) and I couldn't catch the damn Dragon - my best option was trying to ping the guy with Doom Divers and Bolt Throwers (my Doom Divers were malfunctioning left and right and, well... we all know how often Spear Chukkas actually hit =P). I finally did manage to nail the unit w/a bolt thrower, rolled high to hit the mage, and rolled 1 to wound.... Now, all I have to do is fling this 91 point hero at him to watch 400+ points of lordly caster evaporate off the board - can't wait to play that HE list again =P.

I like putting him on a gigantic spider better (for a little bit of hitting power besides the one turn with S 10, and running through terrain), and giving him the tricksy trinket so that the goblin only really has to hit the enemy to hurt him... I know there are a lot of special characters with 4+ or even 2+ ward saves.
if you want to make him more likely to get the thing you want give him Maad's map. also i like to give that to a shaman. it makes him have more use and make the enemy want to take him out more, until he does die. give him 2 magic mushrooms so as to kill him for certain. send him in there to go boom or cast waiting to boom with the enemy where he can be finished with the rest of the army.
I believe Maad's Map is only for models on foot. The Gobbo Bomb is mounted on a Wolf.
Courtsloth, I tried this out in a game the other day. It worked out great, they never saw it comin.
i mean on foot. i never put my charries on mounts. excepting my NGBB on giant squig. i laugh when my enemy sends a heavy armour unit into him and watch him chomp the unit to peices. ifind that if i want my charrie somewhere at somepoint magic is always the solution with 2/3 NGS on the field. i almost always have magic superiority.
people also put this guy in a wolf chariot. It hits a little harder in combat but has the drawback of being targeted by shooting.
