I'm trying to figure out an army list for O&G here is what I have:
30 Arrer Boys
50 Boyz with 2 choppas
40 Boyz with a shield and spear
2 Boar Chariots
3 Spear Chuckas
1 Savage Orc Shaman
20 Black Orcs
I want to make an army mostly using these. An effective one. It doen't have to use all of these, and it can use some ones not listed (I'll buy them). (I'm on a tight budget, which is why I ask.)

Firstly, welcome to LO. I see rthis is your first post, so I'll just check that you've had a look at the rules etc here -> Librarium Online - Rules
Secondly, welcome to Orcs and Goblins. You have a pretty cool army base there to start you off. To start with, you want to build a force of around 750points, play around with a few things and have a look at the various ins and outs of greenies.
The 50 boyz with 2 choppas I like the look of! Split these into 2 units of 24/25 and deploy 6 wide and 4 deep. The spears and arrer boyz I'm less of a fan of. The arrer boyz I'd never really use in a unit of more than 10-12 (14 absolute max at 7 wide) and only one unit at that (unless its a larger ghame, which you wont be playing for a while). They do make a good(ish) bodyguard for the Spear Chukkas.
Black orcs are nice with a capital E, C, I and N. The can rip through most stuff you want to pit them against, and, more importantly, have an ARMOUR SAVE!
The spear chukkas are also rather nasty. Their ability to penetrate ranks and deny armour saves is a real bonus, and fielding 2-4 of these ensures at least a good few enemies splattered into a bloody pulp each turn. Generally try to field them in pairs as this doesn't "waste" slots by only taking one.
Chariots I don't personally like, but then I'm not that great at using them. I know people who use them well and can use them very efgfectively. I can't, you might. Give it a go.
And so we get on to the characters. I'd use the Grimgor model as a big boss for now, at least til you get on to larger games. Have a play with various setups of magic items, and remember that a plain Black Orc Big Boss has the Armed to da teef rule.
The shamans are good fun with O+FG. I'm guessing that the Sav orc shaman you have is the pointing one with the snake on its shoulder? IO gave this a head/staff swap and now use it as a regular orc shaman- for reasons for this see the thread on shamans started here recently.
Magic is v. fun. However, it may or may not work for you. I tend to find the big waaagh! uses a little more subtlety than rthe little waaagh! and requires a greater synchronisation of units, however, the little waaagh! is also good fun and has some nasty direct damage spells too.
As for addfing further to it, what sort of sized army do you want? Are you looking for a pure orc horde, or do you mind a few gobbos in there too? I find a unit of Night goblins or 2 to be effective, and a unit of 20 of them with bows and musician is as little as 66 points. These models can be picked up quite cheap off ebay due to the battle for skull pass box set, and can also be an effective bodyguard for your war machines as there is a great fear of fanatics in NG units in general in the world of WHFB.

Thanks for the info. I was thinking along the lines of a 2250 pt army since that is what my friends normally play, and that is why I'm even playing WFB.
Cool. As I said, its wiser to start a little smaller than that and work up in stages. Generally getting 750, then 1500, 2000 then on to 2250 gives a nice balance to how you build the army as it allows you to add units in approx. 250 point blocks (i.e. 1 large orc unit or 2 small gobbo units or a combination of a smaller unit and a miscellaneous).
A good 750 point army would be:
Orc big boss w magic items ~100 points
Level 1 orc shaman, itty ring, dispel scroll = 110
18 boyz w. 2 choppa, full command = 156 (deploy 3x6, put general in here)
18 boys w. spear + shield, full command = 156 (deploy 3x6, put shaman here)
2 spear chukkas, 1 bully = 75 points (though I'd drop the bully, I just put him there so I could put the points cost down )
boar chariot = XX
Either a unit of black orcs or 2 small units of orcs (1x10 arrer boyz) would round this force off nicely. It has a good variety of troop types and makes the most of what you have, keeping you involved in every phase of the game.
As for expanding it further, you could probably get a half decent force with what you have there, I suggest you have a few smaller games first though to get yourself familiar with the mechanics of the game and familiar ise yourself with the army's special rules.
