Looks interesting - everything packs a solid punch, and a sizeable portion of that comes in the form of lances, torpedos and nova cannons. I'm hardly one to comment (my fleet has much the same situation), but you've got precious little fighter strength... Not really sure if that's really a problem, though.
We've got plenty of youth... How about a fountain of smart?

I've played with something similar to this against Chaos and Necrons.

I'll be honest, the light cruisers were under-impressive for me. A second Lunar might serve better. As good as light cruisers look, they just seemed to loose punch fast when hit for three points, which can happen pretty quick going against a squadron of three Necron Scythes using that "Hits everyone for one hit" weapon they have. By the time you're close enough to do damage, you're out of luck. Which is, usually, with their speed, in turn two. Or against Chaos, those bombers coming in are a pack of ow. A full sized cruiser can pack more turrets and more staying power.

Against Chaos, you'll be using that Mars mainly for fighter support. But that works out ok. Stay prow on, they'll use their speed to try to flank you. Don't forget to reload torpedoes, use Brace for Impact as often as you can... Essentially just don't forget special orders in your games. It's a help to Imperials more than other fleets, from what I've seen.

    Fleet Admiral Wright

    -Fleet Admiral- 75
    -One re-roll

    Dead Reckoning
-Mars Class Battlecruiser- 285(In my opinion never ever take a battle cruiser i have never seen one helpful at all find sixty points for an Emperor massive carrier support, decent guns, quite difficult to kill the two extra shields are huge and in 1k its terrifying to deal with)
    -Targeting Matrix

    Rapture
-Dominator Class Cruiser- 190( I dont like em I would take a gothic, in fact i would change all your cruisers to Gothics better firepower, lances, and 50 points cheaper which brings you that much closer to an Emperor)

    Adamant
    -Dictator Class Cruiser- 180

    Advantage
    -Lunar Class Cruiser- 180

    Escort Squadron Emerald
-Sword Class Frigate- 35( I would drop these and make them cobras as the cobra is,in my opinion, the second best ship in the Imperial fleet 1st being the Emperor which you would now have points for, and a strength 12 weapons battery is kinda useless but a strength 12 torpedo salvo ive seen cripple a Retribution, cobras on the rear, next turn my Emperor finished it off)
    -Sword Class Frigate- 35
    -Sword Class Frigate- 35

    Escort Squadron Ruby
    -Cobra Class Destroyer- 30
    -Cobra Class Destroyer- 30
    -Cobra Class Destroyer- 30

    Reclaimer
-Dauntless Class Light Cruiser- 110 (Torpedoes)(I would give them lances strength three lances is nothing to sneeze at put them on a fast ship and put two of those ships in a squadron they can hurt anything, this is the only instance i can think of where your better off without torpedos)

    Dawnhammer
-Dauntless Class Light Cruiser- 110 (Torpedoes)
