Considering how vital a leader is to a gang, wouldnt it make sense for them to start with 2 Wounds? Fluff wise, they are the biggest, brightest and toughest of the group.
They're not that essential - consider that a gang who loses it's leader early isn't crippled (although some people give their leader so much gear that it cripples them when they lose it). Giving one model in each gang 2 wounds would change the dynamics, suddenly he can't be taken out with a lucky hit!
