if the 40k sniper rifle hits on a 2+ and wounds on a 4+, then why does the inquisitor sniper rifle (aka long rifle) only improve your to-hit roll by +5 and the damage is only D10? seems kind of crappy to me.

the 40K and =][= systems focus on other things.
=][= is better in this respect, in most cases adding a lot of accuracy to a weapon makes it less effective, the only real improvement occurs with the skill and experiance of the user. Greater accuracy means you have to be pointing the weapon exactly right
