ive recently made a new inquisitor lord, called inquisitor cotaz *cough cough* not a rip of of coteaz*cough cough*
inquisitor lord cotaz
daemon hammer, bolt gun w. 2 reloads, power armour on all locations except head, hex & pent wards, 3 frag grenades, bio scan eye
abilities: shoulder charge, protect, leader, nerves of steel,
psychic: hammerhand, banishment, enfore will
now yes i know he seems a bit to strong for a human but he is just................a strong human, and im wondering if i should tone him down a bit, what does everybody think ?
I would say reduce all stats except int by 10.

Yes, tone him down a bit, but not too excessively.
For instance, is Cotaz better at fighting or shooting? If he's better at fighting, then keep his WS the same, and reduce his BS to around 65-75 or so. If he's better at shooting, reduce his WS to the same amount instead.
By Daemonhammer I'm assuming you mean Force Hammer, since I can't find a daemonhammer in my rulebook (it could be in some article somewhere :unsure: ). I would also say his strength is rather high, this guy must really pump those weights - or be bionically enhanced - so maybe a S of about 69-75 is better. He is also hugely tough, a T of 60-69 would work alright though.
Initiative seems ok, if slightly low, and the final 4 mental characteristics seem good - though sagacity should be lowered slightly: by what you've said about him, Cotaz seems a bit of a firebrand, and not that sensible/intelligent. I'd give Cotaz a profile of something like this:
You also need to define exactly what his bio-scan eye does. Is it an advanced bionic? Is it a bio-scanner (passive and/or active?)? Does it have any other bonuses in it?
Also, what are Shoulder Charge and Protect? I can't find those abilities anywhere. :huh:

shoulder charge and protect are in the 2004 anual, they are new space marine abilities but the page states you can apply them to 'big' characters as well, as for the saemon hammer i asked a gw staff dude and im treating it as a power hammer but x2 damage against daemonic characters
