Okay, these are finalized versions of my characters. I still have to tweak Wiliam Melcha and finish up Amanda Rizelmine. Just stay tuned to this channel for updates.
Type- Ordo Hereticus Inquisitor
Background- When Samantha Valerio turned twelve, peculiar things started happening. Whenever she got angry or frustrated at something, it would spontaneously combust. Rocks would burn as if made of wood if she tripped over them. She feared the worst, she had developed psychic powers.
Valerio was born on a planet unfortunately situated near a small warp storm. While not directly threatening, the effects of the storm caused people to manifest psychic powers on her planet. However, despite this being fairly common(~40% of people), these psykers would still be branded heretic, regardless of family ties and social class. Valerio wished not to be persecuted, and hid away her powers.
Over the next three years, she managed to hide her powers fairly well, but from time to time, she would lose control. Now, the magnitude of the power depended on her anger. The angrier she was, the more destructive the resulting fireball. It was becoming harder and harder to conceal her powers. But on her fifteenth birthday, she could hide them no longer.
In the months leading up to her birthday, a leader had arisen amongst the psyker community. He spoke of persecution against psykers. The 'blunts' did not understand that psykers were the future of the human race. He became stronger and more charismatic. Soon, small raids began to occur. Psykers would storm communities, confound the inhabitants, and loot their homes. But, outright attacks began. Killings of horrendous sorts. The planetary defence forces tried to stop them, but the combined will of the psykers made the soldiers turn on each other.
The planetary governer became desperate, and called for the Ordo Hereticus. When the psyker caught wind of their coming, he stepped up his measures. They would choose a village and utterly destroy it. They chose Samantha's village.
The Witchhunters made their arrival when the attack began. Bitter fighting ensued. Many Sisters of Battle and Stormtroopers lost their lives. As had many villagers. Finally, all that remained was the psyker leader. He had found Samantha and was currently holding her by the hair, in a stand-off with the leading inquisitor.
"Don't come any closer!" demanded the psyker, "Or the girl gets it!"
"Shall we open fire, sir?" asked a nearby sister.
"Wait! Something's wrong here." said the inquisitor warningly, raising his hand. A power was building.
"Quit your squirming, will you?" shouted the psyker.
"Let me go! Let me go, NOW!" screamed Valerio, struggling to get free.
"NO! LET ME GO! NOW!!!" Valerio's eyes quickly became a brilliant, glowing red.
The psyker promptly dropped her. His hand burst into flames, which quickly spread up his arms. Soon, his entire body was encompassed by fire. Finally, in one massive fireball, the psyker's body exploded, showering gory chunks everywhere.
Valerio realized what she had done. She shot a quick glance at the inquisitor, tried to run, and stumbled to the ground. The force of the explosion had thrown her several feet. Upon landing, her leg broke from the fall. The inquisitor slowly approached her.
"Please, don't kill me!!!" she shrieked, stricken with fear. She began to ready another psychic attack.
"That won't happen." said the inquisitor warmly. "After what I saw, I want to train you. I think you'll make a fine addition to our Ordo.
Valerio let her guard down.
She left the planet that day, still unsure about what would happen next.
Valerio is Left-Handed.
Weapons- Bolt Pistol loaded with Inferno Bolts, with 2 reloads of Inferno Bolts; Bolt Pistol with Standard ammunition and two reloads of standard ammunition; Power Sword.
Equipment- 1 Frag Grenade
Armour- Mesh Armour on all locations except head. Long coat--1 pt armour on all locations except head.
Skills- Leader, Gunfighter, Rock Steady Aim, Quickload
Powers: Blinding Flash, Fireball, Wyrd-Firestorm
Type- Veteran Guardsman
Background- Jari Tilam always had a fascination with explosives. Some may even call it obsession or madness. Nonetheless, this was quickly recognized when Tilam enlisted in the Imperial Guard. With no room for fools and idiots, Tilam was placed in suicide squads that would charge enemy intallations and detonate their demolition charges. Yet, for some reason, Tilam would always return. Battered, bruised, and alone, but he returned. He was sent on no less than twenty of these missions in his first several years, but he'd always return, with the same bloody maniacal grin. Finally, suspecting something, Tilam was hauled off for Inquisitorial investigation.
For years, Tilam's case floated around through Inquisitorial bureaucracy, simply because many felt that his case was too menial, until Samantha Valerio got her hands on his case. Recognizing his survivability, she quickly commissioned him for service. She always relies on Tilam, because she knows he'll always come back with the job done.
Story- Tilam is often sent forward to attack enemy strongholds with demo charges and meltabombs, to flush out the enemy. No matter what, he always returns, no matter how great the opposition was against him.
Weapons- Necromunda Pattern Lasgun with bayonet attachment; Autopistol loaded with standard ammunition, one reload of standard ammo.
Equipment- Demolition Charge; 2 meltabombs
Armour- Flak Armour on chest and abdomen; clothing- 1pt armour on groin and legs
Skills: Dodge; True Grit
Background- Roy Seras, a clever, calculating person, is someone who easily fits the profile of a Rogue Trader. A profiteering scoundrel who can weasel you from your money with no effort. But when confronted by high authority, he crumbles.
Originally part of the Adeptus Terra, Seras left them for a life of riches. He, of course, didn't leave empty handed. His signature weapon, an Eldar Shuriken Catapult, was stolen from a research lab. Claiming that it needed moving to another location, Seras stole away on a small ship, with the Shuriken Catapult and a small fortune on board. During a stay on a remote planet, Seras met Valerio at a town market.
"What sort of equipment do you carry, trader?" asked Valerio.
Unknowing, Seras pulled out the standard display. "Only the finest in ranged and close-combat weaponry." he said. "This blade can cleave a tree in only two strokes."
Valerio looked around to see if anyone was watching her. Feeling safe, she flashed her Inquisitorial badge. "Do you carry Inferno Bolts?" she asked. "I need some."
Seras' eyes widened at what he saw. Clearing his throat, he said. "Of course, only the finest for madam inquisitor." Seras disappeared behind a curtain.
Jari Tilam turned to Valerio, "Do you really think he can be trusted?" he asked.
"If the honey is sweet enough, even the most stubborn ants will come." whispered Valerio, "I often need supplies the most when I'm farthest from the source. He can alleviate this problem."
Seras returned holding a small black box. "This is all I have, will that be all?" Seras asked avoiding Valerio's eyes.
"No, Roy Seras," Seras' shoulders fell, "You do not think I didn't recognize you. Your face is very well known on Terra." said Valerio quietly. "I have a deal, provide me with the supplies I need, your ship and your service, and I will eradicate your name from record, clearing you. Do we have a deal?"
Seras eyed her suspiciously, "Sure, I'll do it." he said uneasily.
"Good," said Valerio, relieving Seras of the small black box, "Pack up your things, we leave immediately."
Weapons: Eldar Shuriken Catapult with 2 reloads; Sword; Revolver, loaded with standard ammunition, 1 reload of standard ammunition, and 1 reload of Dumdum ammo.
Equipment: Rangefinder on the Shuriken Catapult
Armour: Padded Coat-2pts armour on all locations except head.
Skills: Dead Eye Shot; Rock Steady Aim; Hipshooting
Now that they are done, I need help developing fluff for a male Desperado and a female Enforcer, I just can't seem to get it right for them. All comments are appreciated.

Her fluff is flawed. The Imperium has Blackships traveling known space just to prevent psykers from going underground or rogue. I mean, a few might slip few, but a planet with ~40% psychic population? The Inquisition would either be permanently stationed there and give the population literally zero free will, or they'd have just bombed the planet from orbit long ago.Samantha Valerio
She also has good ranged, good melee, and good psychic abilities. That's a bit overkill. A power halberd is one of the most lethal weapons in the game - up there with lascannons and space marines, imo. The dual bolt pistols, while very powerful, aren't game breaking by themselves (but with her other stuff...).Nothing wrong that I can spot here.Jari Tilam & Roy Seras
I respectfully disagree. If the planet is in an area routinely disrupted by warp-storms, then the Blackships will only be able to visit irregularly. In any case, it is an established part of the canon that the Blackships perform a hundred-year tour circuit (although that has its own problems implied that have been much discussed elsewhere).Her fluff is flawed.
In addition, if the ruling classes show sufficient determination in tracking down and destroying psykers in accordance with their tithe conditions, then the Adeptus Terra will leave them alone to get on with it.

Get the painted models (because they fetch lower prices than unpainted models), strip them and take them apart. You can have a "shopping list" of models that you want, but bid on others too because (a) there are popular and unpopular models and (b) you can always use the parts.
Once you have a good collection of bits (5-6 models in pieces) start mixing and matching until you get something you like. Of course, if your heart is set on actually building the models of the characters you've designed above then this will take longer and be harder to achieve. This is another reason why I say "build the model first and let the character flow from that", but hey-ho.
By and large, it should be possible to buy, build and paint 4-5 characters for less than $20 if you pick your battles and are prepared to be patient with the paint stripping.

Does that help you out Precinct Omega? It's prospectful, and maybe I can get whole bits on eBay?
Power weapon it is, then.
I like the dual bolt pistols, very fluffy.
Would it be unreasonable to include a second Inquisitor (=][=, not acolyte) in a Warband?
Or shoul I go with an Acolyte?
