Are there experimental rules and character sheets for legendary figures like Sebastian Thor, Goge Vandire, or Inquisitor Quixos?
If not, then can they be represented by making character sheets for them? For instance, we can come up with some and post them here, maybe?

There is a character sheet for Inquisitor Lichtenstein in the 2002 Annual. And of course Eisenhorn, Tyrus and Covenant are all included in the LRB for your delectation.
But producing character sheets for characters in GW's IP is bad idea for three reasons: one, everyone argues over the stats and equipment; two, unless you have a model, why bother? and three, some people just can't draw the line: I don't want to see a character sheet for the Emperor. No, not even if you've got a model of him at 54mm. There are some things that just should not be done, ever.
Precinct Omega, that was a bit harsh. He wasn't asking for anything like the Emperor, just normal human beings.
Adrian, I think you'd be better off with less-historical figures and more contemporary ones. Gaunt, Eisenhorn, Ravenor, Semper, etc. As you can see, some folks get testy with the more established ones (not that I can blame them - the number of times I've seen people want to create & field Primarchs in 40K or =][=...). Stick with current heroes and you'll be better off, imo. They're a bit less... mythic.
