This is my idea for a Chaos Space Marine Sorcerer.
Name: Haephestus Lokii
Type: Space Marine (chaosified)
Originally a sorcerer of the Thousand Sons Legion, Haephestus Lokii departed from the legion to explore the limits of his sorcerous ability, and to gain followers for his personal gain. His endeavours brought him to cross paths with Samantha Valerio.
After chasing a rogue psyker for three weeks, Valerio finally cornered him in an abandoned warehouse. Whispering the Litany of Spite to the cowering witch, she readied the null-collar to put around his neck.
Suddenly, the room seemed to open with power, and a warp-hole opened from behind the psyker. Out stepped a large man, very large, bedecked in dark, twisted armour, and robes of the darkest blue. Valerio drew her bolt pistol to shoot the intruder, but he had his hand up first, and shot crackling energy at Valerio, knocking her to the dirty floor.
Anger got the better of her, and she summoned a large fireball where the Chaos Sorcerer stood. She felt satisfied that she claimed her quarry, but when the smoke cleared, neither man was to be found.
"Such power...," said a raspy voice.
Valerio spun around to see the sorcerer and the rogue witch standing in front of a new warp hole.
"Young girl," said Lokii, "you are incredibly strong and powerful. If only you would harness your true and untapped power. We will meet again."
Lokii and the psyker took a step back, and disappeared into the warp.
Lokii now pursues Valerio, hoping to capture her and bend her to his will. He'll often appear from nowhere, and try to interrupt Valerio and take her. The psyker he captured now works for the Sorcerer, promised protection under Tzeentch's wing.
After each encounter with Valerio, Lokii will have gained more followers and nothing at all will keep him from his prize.
Equipment: Space Marine Power Armour on all locations with average auto-senses; Three Frag Grenades; Talisman of Tzeentch (counts as a psychic hood)
Weapons: Bolter MkIII (belt feed) with 2 boltgun reloads; Plasma Pistol; Staff of Change; Knife
Special Abilities: Ambidextrous; Nerves of Steel; Spit Acid; Leader; True Grit; Daemonic-Void Chill
Psychic Powers: Storm of Lightning; Psychic Ward; Psychic Shield; Tzeentch Psychic Power: Psyphon; Tzeentch Psychic Power: Fluxleech; Slaanesh Psychic Power: Mastery of the Soul
Special Rules: Staff of Change: The Staff of Change is a Daemonic Staff with a bound Daemonic Servant (WP 60) with the Mind Stealer and Enfeeble Properties. Also, the Staff of Change allows Lokii to channel his powers through it. This adds D10 yards to his ranged psychic powers.
Lokii's Void Chill ability does not affect Valerio, due to her specialisation in Pyromancy. All other characters are affected normally.
After 5 games, Lokii gains a new member in his band, at the GM's discretion.
I understand that this is a VERY POWERFUL character, but aren't all arch-nemeses supposed to be? He's going to be specifically used against Valerio.
Tomorrow, I'll have the rogue psyker, and I'm considering a TechPriest. It would only make sense that an Adeptus Mechanicus Magos would turn to Tzeentch on the quest for knowledge.
I don't really have a chance to look over the stats and fluff at the moment, but the name caught my eye before I signed off. Don't mix pantheons Every Legion had a "style" of name based on their home planet. I don't think there'd be a planet with heavy ancient Greek AND Norse influences. It just sounds odd.

My advice.. pick a Persian or Egyptian name for thousand sons. They seem to be heavily influenced by those two cultures.
I assume you mean a bedlam staff rather than the staff of change. In my opinion, it should be more powerful and have a more powerful bound daemon.. Maybe give it extra knockback effects like a thunder hammer.
I think the plasma pistol and bolter is a bit unecessary, one or the other will do. I'd go with the bolter due to the logistical problems of firing a plasma pistol.
WS, BS and Initiative seem low for a space marine, and sagicity seems poor for a 10,000 year old sorceror. Also.. I don't think you should ever give a character superhuman willpower. There's no real way to justify it, and it makes them really powerful.. This guy already has tons of psi-boosting gear.
Mantis: I based the stats off the Space Marine in the rule book, but I'll definitely look into altering those.
Wouldn't his willpower be exceptionally high, as he is a Chaos Sorcerer?
It's beldam staff in the codex, but I didn't want to copy that. I did think about giving him a stronger daemon, but I didn't want to go too overboard with him.
Will give the bolter/plasma pistol deal some thought.
Something in your story is still a little weak. I like the exchange of blows, but I feel there should be more to it. This guy is a very old Chaos Sorcerer, it makes sense that he would not leave before trying an attack on Samantha's pyche if nothing else worked. I mean these guy's are manipulative, conniving, power hungery and ready to sacrifice their very soul if that's what it takes.
I sort of expected more the, you shoot at me I fire ball you, you transport and try stabing me in the back, I power weapon your arm, you say how we are not realy that different, I say f*ck you, you transport youself away with typical Arch-villan reparte(sp).
I also note here that your sorcerer should have some sort of Warp jump mechanism or spell.
As for the name try Thoth, or Seth. Maybe Ishkur or Adramelech. All good Anceint names from the area you want. Maybe Marduk?

Yeah, I thought of that too. I reason that his original objective was to claim the psyker, adn that's all he came prepared to do. He'd deal with Valerio with proper preparation.
And silly me for not giving him Teleportation. It would only make sense.
I'd adjust it up, especially in this case, as this guy isn't just a grunt.Yeah.. but the human maximum for stats is supposed to be 100. As a space marine, it makes sense that he can exceed that physically.. But how does he get a willpower above 100? I've always liked the idea of the Bedlam staff, and the powers you've selected for it are delightfully appropriate.. besides.. with great power comes great danger. Boost the willpower of the daemon, and lower his willpower to human levels, and he's going to have to watch out. I do think knockback would be awesome.. I have an image of it hurling people around.
There's a reason why you should avoid librarians or other space marine specialists. They're just a bit too good.. This guy could easily mash a tough warband, let alone the low powered warbands I like to play with. Since he's an antagonist though, you can afford to go overboard.. Just make sure you have a few allies when you finally wheel him out as a direct opposing character.

I added the Slaaneshi power so that he could manipulate Valerio to walk towards him, and then he subdues her to capture her.
