I was thinking of starting Necro, but, I heard the rules were downloadable online, is this true and if it is, does anyone know where?

Indeed they are. Click----> Specialist games webite. Click on the 'Necromunda' tab in the left hand menu column then click on the 'rulebook' tab and you should be able to download the .pdf files.

Yay another wishes to enter the under hive! I'm still painting my first gang right now, but let me tell you. The models are great. I just love the poses, you just don't get that from 40k or FB. I think it's just because they're different.
Anyway, if you're going to print the rules out, make sure you have a lot of ink and paper. Also a binder is a must. 120(ish) pages is a lot, especially when there's several dark fluff pages.

I have to agree, the minis are great, but you can also create your own from any 'human' minis, WHFB, 40k or whatever you want. A great way to customise your gang even further.
In addition: The game's very characterful, I just started to convert a Wyrd (Psyker) for the next Painting Competition to bridgeover (right word?!) the time until I get the bits to convert my and my friends' gangs with them. You see, the posibilities are not countable and it's far cheaper than any other GW game, you just need less minis.
