    Toxic, the watery appearance of the bases can be achieved using a product called 'realistic water.' It's about the consistency of honey, and you can mix paint with it to give it a desired hue. It only takes a smidgen of paint, and I mean just a tincy bit, or else the stuff becomes opaque. You can also leave it clear (which is its natural state) and simply paint the base- it will show through the 'realistic water.' It's not very difficult to use, but I'd suggest googling 'realistic water' and finding a few articles on the product. It runs around $18.00 at your local hobby store. I know that HOBBY LOBBY specifically carries it, as does ebay. It looks like this.
