Ok, so I just got Oblivion for my PC, but it crashes and has a low frame rate. So I believe its something with me overclocking my GPU, how do I make it so its not overclocking?
Well, unless you have it overclocked to begin with, It really can't be un-overclocked. If it is over clocked, It would have to be something that you set up using whatever progam, In which case just undo what you did to over clock it.
Try making sure that your DirectX version is up to date, as well as make sure you have the latest video card drivers installed to your system.
If those tips don't help, It would be helpful to know what's in your system, insofar as what version of windows, CPU, Graphics card, ram, and anything else that might be relivant.

I really need this help, its a waste of a game!
Get all patches for the game.
Set all the extra hardware features of your graphics card to bare minimum.
Set the game's resolution to something low. 640x480 or 800x600.
