Just as the title says, is there a major blog or website that would suffice for a PP knowledge/rumor base? Or do they actually give answers out on their forums?

The Privateer Press forums are pretty strong in that regard. I'm trying to think of anything else that is as credible for them. There are several blogs and Tabletop Gaming News that follow PP's activities.
Privateer Press staffers will answer questions posed on the forums sometimes. Overall, Privateer Press is much better at keeping their secrets than Games Workshop (you know how no one was surprised when Space Hulk was announced? That didn't happen with the Mark II announcement).
Warmonger Gameday is going to be covering Warmachine as well as other games on the site. And in fact we plan on having a warmachine week starting on the 29th of march. Our goal is to be the main rumor hub for all games but Warmachine is one of our primary games we will be covering. Stop by and see what you think.
That's true. They do answer questions. I've also spoken to some of them in person- and one of the big things I got when I started asking him about rumors was "Well, if it is confirmed, I'll talk about it, but otherwise I'm not supposed to."
There was a lot to spoil at that point too.
The thing is, there is a stage in development during which things can be cancelled easily, and I think the PP guys devote a decent amount of time to developing things at that stage. Sometimes they don't ever come to fruition, and therefore it is a bad idea for them to be talking about them all the time.
Now, Games Workshop might change which codex they're doing next year, but most likely it is a faction we all know very well, so there isn't much trouble in letting people know about it. Also, I think that the GW people keep things at an unofficial stage long after they need to be (that way we can get tons of rumors floating around).
Yeah, they are very tight with their info. Another place you could try is subscribing to their social networking feeds. Facebook, etc. they seem to release a handful of things on there now and then.
