I play a Cygnar army but have been thinking about changing armies. One of the ideas I've had for a change of pace from my 'front lines' style of play is a Blackclad-heavy Circle list. I like the idea of a magical 'special-forces' group backed up with Wolds and specializing in nonlinear warfare. Circle has the teleportation, double-hand throw and LOS-negating abilities to pull it off but I don't know how practical the blackclad units have proved to be. Might this be a workable theme?
For reference, I had Skorne briefly but was frustrated by the lack of unit buffs and uselessness of fury manipulation when facing warcasters. My Cygnar are oriented towards board control and have trouble doing assassinations, so I want my next army to be more capable of the latter. And,my main alternative idea is a "holy knights" Protectorate theme.

From what I've read, the Blackclad units/solo aren't bad at all, but like any unit in the game have to be used correctly. That's something I really love about PP games; any unit can be good under the right circumstances. I don't know much about them, besides the few things I've read, but I do know that using Krueger and the Wolds is a very powerful combination and one that you should get some good use out of. If you use Wolds, I would definitely recommend Krueger.
