I think there's way too many fearless armies in 40k, too many exceptions to the pinning rule make it nearly useless. i mean, barrages, snipers, heavy fire, should all cause pinning.
I think if a unit is fearless he should still have to take a pinning test, or at the very least so he can't move but can still shoot or retreats to the nearest cover. it'll make a lot more sense, in my mind only a few select units should ignore leadership tests altogether, such as those who are frenzied like khorne during a blood rage. it'll make the game a lot more tactical as well as make snipers, mortars, sonic blasters and all that actually effect.
Fearless units should be considered stubborn, not enough units are stubborn anyway.
