just came to my mind....thinking maybe s.m terminators could have an upgrade called mastercrafted hardware or something where the terminators get an extra inch added to there difficult terrain movement. But they would only be allowed a max of 6 inches still so if they roll a 6 then they cant move 7 inches just six. This upgrade could be represented on the model by painting all the joints gold or something like that.

Mabye they should ignore Difficult terrain altogether because their armour would not be damaged by anything they could walk across. It's just a thought

The fluff on their armour says that they are rather bulky and cumbersome. So difficult terrain would be quite a problem I'd think.
They would trip over walking through dense scrub and vegetation, they wouldn't get hurt, but they may not stay on their feet... and that's what the difficult terrain tries to show.
Maybe it could be called enhanced gyros. So their stabilisation systems would be upgraded allowing them a bit more flexibility of movement. Maybe allow you to re roll the dice for diff terrain.
I don't know how much use the upgrade would be though.

It's an interesting idea, and could make sense fluff-wise, but I'm not sure how much to charge for it, maybe a point per model, but that's almost too much.
Personally I don't see the point, I think if Terminators would have it it would make more sense for normal marines in power armour to have it. You can after all transport, drop pod or deep strike them anyway if you really need extra mobility.
As Tekore said I think even a point a model would be too much. You could always let them buy Move Through Cover as their veteran skill if you want to try something along these lines though.
