Could you please clarify a bit? This sounds more like a 40K rules issue than a rules development issue...
You got shafted: The basic rules for Deep Strike make no mention about Difficult terrain having any special effect on DSing units. On page 4thEd page 84, left column, Deep Strike, third paragraph, last sentence ("If you are unable to...") only impassable terrain is mentioned.
At worst, DSing into Difficult terrain will only force Dangerous Terrain tests on units with special rules in addition to DS like Jump Infantry, but even this isn't explicitly stated as the opponent could argue that they count as normal infantry on the turn they DS as the rules don't explicitly say anything about it. Not sure if FAQs have clarified this, I'll need to take a refresher look.
If you're suggesting a house rule, I do not think DSing into Difficult should kill a unit... There are many methods covered by DS, and even real-world paratroopers have survived landings in marshes, woods and such. Not all of them, but they won't be entirely killed either.
