The Tortoise Amphibious Assault Vehicle is a relatively recent addition to the Imperial armoury. The Tortoise was initially based off the Chimera chassis. However, the Chimera chassis was not optimal for the job required of the Tortoise, and a new chassis was designed, with parts taken from several different sources.
The Tortoise resembles in many ways, a landing craft with treads. It has huge armour plating on its front, to give protection to the soldiers inside it. Its side and rear armour are much lighter, about the thickness of a Chimera's side armour. It has no top armour. Instead, like a landing craft, it is open-topped allowing the men inside it shoot at or assault an enemy position. Its armament includes a pair of Byzantine-pattern cycling grenade launchers, mounted in cupolas on either side of the frontal armour plate. Sometimes, the grenade launchers are replaced with heavy automatic stubbers. If assaulting an area with redoubts and bunkers, flamers are mounted in the cupolas.
The Tortoise has been used sucessfully on many occasions. The first records of an amphibious assault using the Tortoise are of The Battle of Narchepela, an island on the planet of Issus 3, in the Segmentum Pacificus. The island was controlled by a group of traitor PDF, supporting the planet's sepratist movement. It was the job of the Cadian 809th, 745th the Donovan 4th, and two companies of Kasrkin to retake the island. The PDF, using industrial island's ample coastal defenses, had driven off every Imperial attack so far. A Cadian captain by the name of Cias suggested that the Imperial army use the Tortoise. The plan was agreed upon and the attack was underway. The heavy frontal armour of the Tortoise allowed the mounted Kasrkin to gain a foothold on the beaches, signalling the doom of the traitor PDF.

The Tortoise Amphibious Assault Vehicle has incorperated water-proof plasma power sources, adamantium rudders and other tools into its design. The Tortoise treats any water terrain as normal terrain, and may end its move in the middle of the terrain, making it Obscured due to the spray, without having to take a Dangerous Terrain test. However, on the turn the Tortoise exits the water, its movement is reduced to Lumbering speed. The transport MAY NOT unload its passengers in a water feature.

I used the Age of Strife vehicle creator, so I don't really know what Amphibious does exactly.
The Tortoise Amphibious Assault Transport has incorperated water-proof plasma power sources, adamantium rudders, oxygen tanks, and other tools into its design. The Tortoise treats any water terrain as normal terrain, and may stop in the middle of the terrain, giving it a +2 cover save thanks to being under water, without having to take a Dangerous Terrain test. So good are the Techpriests on Mars that the Tortoise may fire its Storm Bolter underwater. The transport MAY NOT unload its passengers underwater
I like it, but the vehicle is open-topped, so it can't exactly stop underwater. How about this?

No, it can still fire it, its just not UNDERwater, its on the the water. Its kinda like a landing craft, except with heavy frontal armour and treads to move on land.

I'm coming at this one via the Marines unit, but here are my suggestions / comments:
Access Points / Fire Points? I'm assuming just the front ramp for access point. Since it's open topped, are you going to allow units to fire from inside? If so how many?
Front AV14 seems high - this could be compensated for by saying that it is reduced to 10 on a turn when any unit embarks or disembarks (as the front assault ramp would be down and therefore not block incoming fire).
I'd also add the option to swapout the storm bolter for a heavy stubber, and mention thati t can use the standard IG vehicle upgrades.
One thing though... you do realise that chimeras are already amphibious don't you?
