Well, if a planet has been invaded, I would think that everyone with combat experience would be fighting. As well, the Arbites are not under the command of the planetary governer and would have a seperate command structure.

As for the water cannons, I think that I may change the autocannons on the Chimera to water cannons.
Finally, the reduced troop space it there because of the amount of ammo you would need to keep the autocannons fed, and for balance reasons.

well i plan to make an aribite army so i felt that i should look for some fluff to give me more inspiration. im not sure though which codex to use. i found an unofficial one that has alot of art, fluff, and a full list.

in my opinion, the snipers are kinda overpowered being ap3. not even marine sniper rifles are ap3 and can choose who to wound. since snipers now have the rending rule, maybe the ap3 should go...

You are right, as this list was made for 4th Edition, Maybe I'll drop the AP 3, and make the gun Rend on a 5 or 6, or something like that.
