the leman russ dosnt need the taser cannon, stick with just your standard one. the arbites are a full army, they only police the emperors laws, not local ones. The judge is the leader of the region and can be in charge of thousands of arbites.

I think the basilisks, Hellhounds, and the Judge are all shoo-ins. The Chaplain could be added if you feel like another character. Verispex squads have no point, they are a Forensic Squad and not much use in Combat. I also found a Chastener, an Interrogator that makes the Spanish Inquisitors look like Bunny Rabbits. Now that would be interesting.

great idea hydra! one more charactor to add to my very fluffy list......

but seriously i want that! Maybe convert fabius bile (or what ever his name is) or that one dark angle charactor.

I don't know if the Arbites would have access to much havey artillery, so maybe no Basilisk. The Hellhound sounds fine, and the Judge is already there. I could replace the Penal Warden with the Chaplain, and give them similar special rules.
As for the Chastener, where in the list could I put him?

Well, I think hes an HQ choice. Unless you can squeeze him as a Elite. I imagine him as a Haemonculi sort of guy, so maybe... I don't know. I'd make him an HQ choice or an Elite, to add a little bit of meat to the Elite Choices.

Also, i don't see the judge on the list on the first page. And shouldn't the Arbiters be a troop choice, so it gives a player a sort of choice: an SM style army (a small amount of good infantry units), or a mass of troops (like the IG/Tyranids), or a mix. I also don't see the hellhound.

Also getting rid of the Penal Consript for the Champlain would be okay. Make sure you give him Special Abilities that would affect troops and inspire them to greater feats.

The judge is the higher level of precinct commander.

I decided to put the Chaplain and Chastener into the list as additions to the Colour Guard, a la SMurfs, as opposed to seperate units themselves. I also split the Praetors into two different squads.

why do units have a strenght or toughness of a four?

there is no possible reason for how a gang member is as strong as a spacemarine and how snipers or shock troops are as tough.
