Hi everybody, this is the rules for Kae'tyr, the best necron lord ever (that's a tad simplified). His fluff can be found in the 40K armies fluff forum. Link Incoming.
Kae'Tyr, Great lord of the Outsider

Soul-Metal: Kae'Tyr is made of living metal, enhanced by the Outsider. It gives a 3+ We'll Be Back Save, allows one lost wound to be regained at the start of the necron turn on a 3+, has a 4+ invulnerable save, and is immune to instant death.
High commander: Kae'Tyr is the ultimate commander of any necron force he is present in. If he is destroyed, the army will automatically phase out. However, if he is still alive, add 10 to the number of necrons remaining for phase out.
Great resurrection orb: Created by the Outsider and Kae'Tyr working together, This is a resurrection orb with a range of 12". All necrons Within 6" receive +1 To WBB rolls. Kae'Tyr does not receive this bonus.
Dimensional Teleportation Matrix: Developed by the legion of the outsider during the years searching for a way to cure their master, this incredibly advanced veil of darkness uses unparalleled mastery of real space: The Dimensional Teleportation Matrix may be used in the start of the necron movement phase and the end of the necron assault phase. When activated, Kae'Tyr may be removed from the board and instantly deepsrike onto any point on the table, but scattering d3 inches only. Kae'Tyr may assault normally after using the Matrix. If Kae'tyr is attacked by a vortex weapon, This allows him to use the dimensional teleportation matrix once to escape the vortex, but it cannot be used again in the battle (This last bit is mainly so a vortex grenade/missile won't wipe out the entire army in one shot).
Kae'tyr is equipped with twin warscythes, giving +1 S and +1 A. This is included in his profile.

It looks like a great unit with some unique abilities and well thought out fluff. But first I think High Commander is just a tad bit harsh. Maybe if he is killed you take a leadership test for all necron units and the ones that fail are removed from the board like they phase out?
and can the uber VOD be used twice in a turn? I.E. doing Jump shoot Jump with 10 Immortals?
The uber VoD can be used twice, including out of combat, but it's Kae'Tyr only.
As for High Commander, it may seem harsh, but he has
T6 W4 3+ armour 4+ invulnerable 3+ regen 3+ WBB Jump-assault-jumping, immune to instant death, res orb.
He's unlikely to get killed, and if he does, i think phase out is kind of fair for the effort required, and makes you more careful about him.

I second Gauss Storm - maybe when he is killed each Necropn unit suffers D3 wounds which cannot benefit from WBB? Basically the army doesn't phase out en-masse, but phases out piece-meal. SO you want to protect your general like Vampire Counts or Tomb Kings...
I still don;t think it should be a"whole army" thing - it would mean that the opponent wins in one fell swoop, regardless of which turn he does win in. Maybe it should be per unit, but always at their unmodified leadership, so each turn you may suffer a single or maybe two units phasing out, but no more than that.
The rule as it stands, eitehr way, makes it well worth the effort of a suitably equipped player to send a suicide squad or 10 at the necron Commander, and kill him with lots of shooting or close combat, and ignore the rest of teh army. This rule makes it simply too easy to ignore the "necron" model count and cause the whole army to phase out.
As for the teleportation matrix. I think that it should only be used in the Necron movement phase, and has d6 scatter as normal - no other models can do multiple deepstrikes. Remove the rules about "vortex" weapons - we don;t see them in "normal" 40K games....
Add a rule that says an army including him may not conatin any C'Tan - given their master is hated by the rest, I doubt the Outsiders' legions would fight alongside another C'Tan...
Another thing is the modification to WBB - there are very, very few models in most armies that get a 4+ "second save" against most weaponry, this is a little bit like regeneration. As such, a 3+ "regeneration" is probably too powerful.
but how exactly do you get a suicide squad to kill him when at the end of his turn he teleports to wherever he likes? He could teleport to the corner of the board behind cover, then you can't kill him with massed shooting or reach him with assault. He's so hard to kill there's no gaurantee a suicide squad will even affect him.
Necrons always phase out en masse though, it's just silly if these guys don't.
no other army has spent millions of years perfecting mastery of the material universe either.

The Outsider is scorned by the other c'tan, and any army led by Kae'tyr may not include any c'tan other than the Outsider
