After reading the first three Horus Heresy books (I know I'm a bit behind, but I've been broke for some time.) I thought I'd have a go at writing rules for the Primarchs, both during the Heresy and pre-heresy, as well as a few pre-heresy units for various legions.
Generic Primarch Rules:
Lords of the Legion: The Primarchs are Lords of their Legions and commanders of men. Each Primarch is a military commander without equal, and second only to the emperor himself. As such, can choose to pass or fail any Leadership, Pinning or Morale test he has to take (Even if failure is normally automatic)
Rites of Battle: As per Space Marine Commanders; All Space Marine squads may use the Primarchs Leadership for any Leadership, Pinning or Morale tests, but not Phsyic tests.
Command Squad: Primarchs may choose to be acompanied by their retinue, which is detailed in their individual stat lines. Any Primarch Retinue that is destroyed in Game is worth double Victory points. While acomapnied by his retinue, the Primarch will not suffer any wounds, until the command squad has been completley destoryed; the members of the command squad take the bullerts for their beloved Primarch. The command Squad may also include the Legion Banner for +30 points. The Legion Banner has the same rules as per the Chapter Banner in the Space Marine Codex, excapt that the range ins increased to 24 inches.
Gods of War: It is extremely difficult to kill a Primarch. To represent this, when a Primarch is reduced to zero wounds, they take a Leadership test at -1 Ld. If the test is passed then the Primarch remains on the board with 1 wound remaining. Any further Regeneration tests add andother -1 to the leadership of the Primarch. (ie: the first test will be taken at Ld 9, the second at Ld 8, the third at Ld 7 etc.) If the Primarch fails any of these tests, or is unable to take any more (reduced to Ld 1) then he is removed from the board, as well as 25% of any remaining troops of his Legion, who escort their wounded Primarch to the nearest Medical Facility.
Power of the Legion: A Pirmarch will only ever take to the field of battle when their presence is truly needed. Pirmarchs may only be used in Apocalypse battles of 4,000 points or more.
Generic Pre-Heresy Space Marine Rules:
Horrors of the Warp: At this time, the true dangers of the warp are unknown by all save those in positions of Command. Any Pre-Heresy Space Marines that are not within 12" of their primarch suffer -1 Ld for all Phsycic Tests.
Restricted Weapons: At this time, Plasma and Melta weponary are still being developed. There can only be one Plasma Cannon per every 500 points and no Plasma guns or Pistols. There can only be one Melta gun per every 500 points, and only one Multi-melta per every 1000 points.
Pre-Heresy Terminators: As with Plasma and Melta weaponary, Termiator is still in the stanges of development. Squads of Terminators Include a Sargent and two to five Marines in Terminator Armour and are a 0-1 choice. Assault cannons have not yet been developed. For +15 pts. one terminator may be equiped with a Reaper Autocannon with the Following stats:
Range:36" S7 AP4 Heavy2 Twin-linked
For +5 points, the Reaper Autocannon may be upgraded to a Ravener Auto Cannon, which has the same Stats as an Assult Cannon
Warmaster Horus 545 points (Basic)
Terminator Armour, Stormbolter
Lord of the Legion
Rites of Battle
Chosen of the Emperor: After the Battle of Ullanor, the Emperor chose Horus to be his Warmaster, to carry on in his stead, while he returned to Terra to Govern the Imperium. Horus has a 3+ Invunerable Save
Pre-Heresy (Luna Wolves) +125 pts.
Golden Sword of Horus: Gifted to him by his brother Primarch, Ferrus Mannus, the Golden Sword of Horus counts as a Master Crafter Power weapon, that can re-roll all failed rolls to hit and causes Instant Death.
The Mournival: Horus may be acompanied by the Mournival and the Legion Banner for +430 pts. The Mournival consists of Ezekyle Abaddon, Tarik Trogaddon, Horus Aximand, and Garveil Loken. All have the stats of a Space Marine Captain, armed with a Bolter, Power Weapon and Artificier armour.
Heresy (Sons of Horus) +235 pts.
Talon of Horus: This weapon counts as a Master Crafted Lightning Claw that can re-roll all rolls to hit, with Horus's stormbolter built into it
Kin Slayer Mace: Horus, by now, has replaced his Golden Sword with a Powerful mace. This weapon adds +1 Attack to Horus profile (for a total of 6.) It is a Master Crafted Power Weapon which ignores Invunerable Saves.
"My New Advisors": After Istavaan III, the Mournival was no more, and Horus re-formed his retinue, and may be acompanied by them for +291 pts. His new Retinue Consits of Captain Abaddon, in Terminator Armour, armed with a Power Weapon and Storm Bolter, Captain Aximand, in Artificier armour, armed with a Power Weapon and a Bolter. There is also a Marine with the Legion Banner and a represenative Marine from the 3 other Legions that fought with Horus on Instavann III. (Death Guard, World Eaters and Emperor's Children.)
"I am your Servant, Warmaster": Provided there are no Word Bearers on the board, Horus' Retinue may also include Erebus, Chaplain of the Word Bearers Legion for +86 pts. He follows the stats of of a Space Marine Reclusiarch, armed with a Crozius Arcanum, Bolt Pistol and wears a Rosarious.

Roboute Guilliman, Primarch of the Ultramarines 475 points (Basic)
Artificier Armour, Stormbolter
Lord of the Legion
Rites of Battle
Order and Discipline: Ultramarines are the most disiplined and most ordered Legion of the Great Crusade. As long as Guilliman is on the board, Ultramarines do not suffer the -1 Ld. against Phsycic tests
Pre-Heresy: +220 pts.
Shield of the Legion: After reading about the Warriors of Mythical Etal, Guilliman had his armour and weapons modeled on the equipment of these legendary soldiers. The curved tower shield grants Guilliman a 4+ Invunerable save.
Pilum: This weapon resembles a lightweight throwing spear that can be used once per game with the following Stats
Type: Assult 1,
Guilliman can opt to use his enormous strength to hurl his Pilum further and with more force than his Pretorians (See Below) In which case, the Range is increased to 14" and has Strength 6.
Spatha: Guilliman tends to use a short stabbing sword in combat. It is a Master Crafted Power Weapon, that adds +1 Attack (For a total of 5) and can re-roll all rolls to wound.
Pretorian Guard: For +125 Guilliman can choose to be acompanied by a squad of 5 hand picked Pretonians from the 1st Company. They are armed with Pilums, Bolters, Close Combat weapons and Combat Shields that grant a general 5+ Invunerable Save. For +30 Points, one Pretorian can carry the Legion Banner. For +25 points, one Pretorian can be upgrated to an apothecary with a Narthecium and a reductor.
Gladius: Each member for the Pretorian Guard unit can be equiped with a Close Combat weapon that can re-roll to wound for +5 pts each.
Post Heresy +150 points
Fists of Ultramar: After killing a Champion of Chaos, Guilliman claimed the two Power Fists as a trophy. They count as Master Crafted Powerfists. Due to the Primarch's immense strength, he can strike in Iniative Order, rather than at Iniative 1 as is normal with Powerfists.
Pretorian Guard: As above
Honour Guard: If you are playing a game that is set after Guilliman has written the Codex Astartes, you can choose to give Guilliman an Ultramarines Honour Guard, as per the Space Marine Codex. If you do this, then you can upgrade the Banner of Macragge to a Legion Banner for +5 points.
I will be adding more Primarch stats as I get them done. Feedbcak welcome
Great work Stormchaser! I have encountered several in-house rules concerning Primarch Stats in Warseer and Bolter and Chainsword. However, not one of them posted the stats for Primarch Lorgar of the Word Bearers. If you had to design Lorgar's stats for Apocalypse, what would you propose?
Interesting stuff, I'm looking forward to seeing more. I think the Primarchs could be fielded in Apocalypse in something similar to this fashion.
Lord Penny Pncher, pretty sure that I have B&C download of Lorgar's rules (from about 4 years ago!)
Those are probably the most balanced Primarch rule's I've seen. +rep for you. Very nicely done.
40K armies: Tyranids (2001), Space Wolves (2008), Sisters of Battle (2011)
Current Rep: 1337
I've added some additions above, highlighted in red.
I should have Stats for Alpharus, and possibly Angron tomorrow
@ Lord Penny Pincher: I have a few ideas for Lorgar, but he's probably going to be one of the last ones I work on
Cheers for the supprt guys
Angron, Primarch of the World Eaters 575 points (Basic)
Artificier Armour, Slave Pistols
Lord of the Legion
Rites of Battle
Augmented Implants: While a slave, Angron had implants inerted into his skull. They increase his already substantial agression, but they also grant him some measure of protection. Angron has a 4+ Invunerable save that can be re-rolled.
Slave Pistols: During his time as a slave, Angron managed to aquire two ancient pistols, which he carries into battle with him. They count as a single gun with the following profile:
Chain Glaive: Angron's favoured weapon is a massive Chain Glaive. It hadds +1 to his strength, and counts as a Power Weapon, that causes Instant death to anything under Toughness 5
Death Bringers: Angron may be aconmpanied by a Command Squad of 5 chosen Death Bringers for +100 pts. They are armed with Chain Axes (close combat weapons) which at +1 WS and Bolt Pistols. For +10 points each they may exhange their Chain Axes and Bolt Pistols for a Two handed chain axe that adds +1 Strength. The Legion Banner of the World Eaters costs +35 points, as his also counts as a 2-handed chain axe
Heresy +130 points
Twin Axes: After swearing his alligence to Horus in his quest to topple the Emperor, Angron swaps his Chain Glaive for twin axes. They count as Master Crafted Power Weapons that add +1 attack (for a total of 5)
Blood Fury: After the Virus Bombs, and Firestorm on Istvaan III, Angron gives in to his anger completley. For every enemy Unit within 8 inches, Angron must take a leadership test, at -1 for every enemy slain in combat to a minimum of Ld. 5. If a test is failed, he must assault that unit immediatley, leaving his command squad.
I am currently working on Magnus, just tweaking his phsycic powers etc. I am also working on what vehicles should be restricted etc.
If anyone wants to lend a hand, please let me know. I could also do with someone giving me ideas for an Imperial Army list.
Storm bolters were created post-heresy but as they are the advanced form of a combi-bolter, I guess it doesn't break the fluff too much.
