This is a special character I came up with, based on the fluff about him. I am not sure what a goodp oint cost would be, I am thinking about 170+... any thoughts?
Commander Brightsword (Shas'o Tash'var Ol'nan Var; O'Var)
Commander Brightsword started his career in the tau military in Commander Farsights army. He helped O'Shovah to turn back the ork hordes, and killed the Ork warboss in hand to hand combat. As the huge ork charged, Brightsword overcharged his plasma rifle, causing it to become extremely hot. He jumped out of the way of the ork, cutting off its head with the plasma gun. When O'Shovah deserted, O'Var stayed with the Tau empire. The first major battle he orchestrated as a tau commander was also his last. On the planet of Nimbosa, Brightsword faced an entire regiment of Imperial Gaurd, backed by a company of Space Marines. He let them deplete themselves against his defenses, before funneling them into a gorge and massacring them to the man. Sometime during the battle however, a stray shot hit and killed the Etherial that was escorting the Tau cadre. Upon the end of the fighting, Commander Brightsword was recalled to the Tau homeworld, supposedly to be censured for the brutality of his fighting. He was never again seen in the Tau empire. However, unknownst to the better part of the Tau, Brightsword refused to come to the Etherials. Instead, he stole a spacecraft and made off for the Farsights enclaves, there to swear allegiance to Farsight.

XV8 Crisis Battlesuit, Overcharging Plasma Rifle, Fusion Blaster, Shield Generator, Hard-Wired Positional Relay, Hard-Wired Multitracker, Hard-Wired Drone Controller
Overcharging Plasma Rifle: The specially modified plasma rifle that Brightsword carries allows him to overcharge it, causing the barrel to become hot enough to cut through any armor. Unfortunatly, there is a chance that Brightsword may be burned, or the suit itself melted by the weapon. In close combat the Overcharging plasma rifle counts as a power weapon with the special rule "Gets Hot!"
Hard-Wired Positional Relay: O'Var has become a specialist at guiding in deepstriking squades at the precise moment they are needed. The hard wired positional relay uses the same rules as a normal positional relay.
Just as Farsight earned his glory fighting orks, Brightsword earned his fighting Imperials. He and his Bodygaurd count as having the Preferred enemy rule when fighting any Imperial army (space marines, imperial gaurd, witchhunters, deamonhunters)
Breakaway factons: As in the Tau Codex.
Independant character: Unless accompanied by a bodygaurd, O'var is an independant character

Sorry for the late, late reply. The reason he has higher WS than BS is because he is a follower of O'Shovah's tactics. Oshovah himsaelf has a better WS than BS, and O'Var was one of his closest followers, I felt that he should mirror O'Shovah is a lot of ways.
I think this character seems like you're just trying to get out of some of the problems with O'Shovah, and it doesn't feel right to me.
-you haven't listed auxiliary limiting, but o'shovah has no kroot/vespid allowed
-o'shovah only lets you use certain equipment/wargear.
-o'shovah changes your force organisation style of additional requirements (or rather, the tau version of it)
-preferred enemy agains the entire imperium? that is a lot of preferred enemies, which makes it seem unfair.
you also have to explain the bodyguard thing. regular commander bodyguard or o'shovah.
also, as a side note, tau technology is known for its slightly lower power plasma tech traded for not overheating. overcharging it seems to go against the tau-ness. And making it cut through any armour? that makes me think of AP1, and since he is so powerful at range and decent at melee, I am wondering about the balance here.
a small detail I can also think of, is why is he called brightsword if he doesn't have a sword? I was expecting him to also have some sort of dawn blade like o'shovah, or something else. his name could use a backstory like farsight's.
Most of this critique is for an idea of balance, so that you don't have a proper character, and not leaning toward a "pwnage super-commander". when they made the codex, it took a team, and lots of testing to make sure it was fair. it might take time to alter him to fit in to the 40k universe properly.
I made this character a while ago (and was working more with fluff than game balance at the time). I have no idea why he is truly named Brightsword, that's GW's fluff, not mine. I just took what fluff there is about him and fitted it to a warrior. (also, I was more into making a cool character than about balancing him).
So, if i was to balance him a bit more:
- Preferred enemy against inperial gaurd only (it should have been that to begin with)
- normal bodygaurd
- He can ONLY be used in an army that includes farsight (to limit the armies he can be played in, also having both will cost quite a few points, makes sense fluff-wise as he would be farsights personal bodygaurd... perhaps even say that he can only be played as part of farsights bodygaurd, but he keeps his Shas'O stats?)
- As for the sword/plasma rifle overheating thing. I would think that it should be fairly simple for a tau to "modify" or just override the cooling systems enough that he can overheat it. That was supposed to be his "plasma sword" like thing. Perhaps make it so that he has 2 plasma guns, so a twin-linked plasma (lowering his shooting capabilities) but it counds as 2 CC weapons, they overheat on 2's, and count as power weapons?
edit: so he would be trading the safety of tau plasma guns for an efficient CC weapon. works about the same way as the ork burna's I believe.
