My biggest concern is trying not to make Lizard men in space, so I'm not using the Aztec theme.
Concept fluff for Codex: Slann—don’t be too rough, I’m really tired, this isn’t my best work.
Each world is lead by a panel of powerful psykers, called Wardens. The number of Wardens on a world varies with the population, location, and value of the world. The typical number is 3, but all ‘Warden Panels’ are odd numbers. The Wardens have the responsibility of overseeing the welfare of the inhabitants, and the constant supply of goods and materials to and from the world. The panels will debate for great lengths of time if the matter is important, but this means they can be slow to react to situations. However, the Wardens are not stupid, and if the situation requires immediate action they will make a decision as quickly as they can, but if quorum is still lacking, the individual Wardens will simply take control and act. For example, if the world is being attacked, and the exact means of repelling the invasion is taking too much time to debate, Wardens have free reign to simply issue orders to the military, without a consensus. A Majority agreement isn’t necessary for action, it is merely a tradition which the Wardens understand must be upheld to ensure wisdom has more say than rashness, in day to day happenings. They understand that desperate situations call for action not perfection.
Good wording and I see that you wish a change of fluff from the one I already established. That is ok, I can rename my Codex, Codex: Slannoth instead, and let this be the new Slann. Just as a reminder, we should use and follow the established fluff of the Slann in the Warhammer 40,000 canon as close as possible, so don't forget that they were the ones who warned the Eldar of the Fall.
Going to try to get fluff for units first, then move on to the overarching background and history. As for names- I think I have an interesting naming system up my sleeve, I'll try it out tonight.
