I think the whole 'having more than one possible table edge to deploy onto' generally solves this problem. Seriously, those white scars coming on from either small board edge would rip up the tau.
To be honest I think its a pretty valid tactic. The tau guy has to have enough kroot to do it in the first place and compromise his list and set-up against other forces to achieve it. Certainly not broken or anything. And the white scars player could have always started on the board, having known the force he was up against (unless some mission specific rule prevented this). My thoughts.

Tank shock is a good rule. Use it against the Kroot with a vehicle if you've got one (at one end so the rest have to move over to maintain coherency).
Skimmer is also a good rule. Bring in a Land Speeder to knock a few of the Kroot out and open up a path. White Scars usually have at least a few of those.
That particular army doesn't seem to have either one though. He also put nothing on the board against an army with infiltrators, which is a big no-no.
