Scout Infiltration Force

Scout sublime of the Ultramarines, Torias Telion is well known for his feats of Marksmanship, but he also has a grasp of stealth and concealment exceeded by few Astartes outside of those who claim Corax as their Primarch. Telion has tutored the Scouts of the Ultramarines in such efficient techniques of stealthy movement and dsiguise that they may work their way towards an enemy unseen, lying in wait with weapons readied until Telion gives the signal, a signal answered by the bark of simultaneous gunfire.
3-6 ten-man Scout Squads, one of which must include Sergeant Telion. Camo cloaks must be purchased for all units.
Lying In Wait: The Infiltration Force is not deployed at the start of the game, they always start in strategic reserve. When they become available, Telion's unit must be placed first, anywhere on the table more than 1" away from any enemy models. The other units are then deployed in the same manner, but must also be within 6" of Telion's unit. They may not move or assault on the turn they arrive, but can shoot normally.
Pick Your Shots!: On the turn they are revealed, all models in the formation count their Ballistic Skill as 4, unless it is already higher, and all of their shooting attacks cause Pinning tests, regardless of weapon type.

You might want to reconsider the camo cloaks, especially now that it's been FAQ'd that a character with stealth would give the entire unit stealth. So basically, the unit with Telion gets the stealth USR without having to buy camo cloaks. The other units, I agree should have to purchase camo cloaks.

I did consider that, but based on what they are doing I decided the whole formation (including Telion's squad) should have to buy them as I imagine that they would be lying under their cloaks until they reveal themselves, and I think the cost is justifiable.
It's also worth remembering that if Telion dies, the squad he was leading would lose their bonus unless they also have camo cloaks - though it's not really enough to justify buying them in that circumstance in a normal game of 40k.
