If you've played VC or heard their rmies' generals whine, you know that a Wraith is the least useful character choice. Sure it spreads terror, but once that's overcome (and most fear tests are overcome), it only causes fear. It's WS is pathetic, and although ethereal many, if not most, opposing characters are magically equipped, making short order of an expensive character.
Now consider the banshee. All my opponents really fret over that banshee. She already runs loose, like an independent character. She's fear causing, immune to psych, and ethereal just like the wraith, and costs the same points. Instead of terror though, she has the howl. Now imagine giving the banshee 50 pts of magical items to take, and you're talking instant karma.
I say swap the wraith and the banshee as characters and rare choices. Or drop the wraith altogether for all I care.
Yeah wraiths are not very good or for that matter, very popular. I think they were a lot more useful as regiments. Should Banshees become characters rather than rare units? No, I don't think so because conceivably you could have a many banshees just prowling the battlefield messing things up. Far too powerful to relax rare unit limitations

I don't know. Currently, I can field field two at 2000 pts or 1 below that. Let's say I'm playing the usuall 2000 pt game, and banshees are characters. Most people take a vampire count, two necros, and something else, likely a thrall. VC relies too much on magic to drop a necro for a banshee, and certainly to drop two necros for two banshees. Those army builds would most often fail. People would most often take one banshee, if at all.
As the army book is now, not many people take more than one banshee, but sometimes they do, if playing a low ld army. And it can be really devastating, or a point sink...
