I hope this'll have the blessing of the Mods.
This is intended as a placeholder for the creation of the Codex: Mercenaries I hope to write with other players.
The reason I came up with this for now is the ability for an army to (at least partially) fill a niche or a weakness with mercenaries. IG could get close combat support from, say, humanoid hulks(i.g non-sucky Ogryns). Necrons could get some serious fast choices, and so on and so on.
This could be the excellent opportunity to, instead of adding an entire race with dozens of entries in the Codici, field a single unit of a race. Imagine the Tau Empire allies, but for all the armies. Of course, making up a new unit for an existing race is not entirely out of the question.
Should you be interested, and I do mean sincerely, seriously, non-incidentally interested, send me a PM! I hope for good responses! and support but I'll have to wait and see.

I should also mention that Lictor1989 spawned this mahvelous idea in the first place, so... *clap clap*
The only thing I can forsee that could be a problem is fluff issues; like some forces of the Imperium that are stationed way far away from the Eastern Fringe taking mercenaries from that area... but I'm sure we could make something up
That said, it is my desire that this Codex be almost entirey fluff-oriented, because fluff is cool.

Ehh...sure, why not!? After all, the game is what you make of it - right!!? Incidently, I too had thought up a codex ("Special Ops") that used a SM format list - except it allowed you to take any of the SM chapters, SOB, or IG. The only real requirement was that any of the factions (chapters, SOB or IG) that were used must have 1 representative of Vet. Sgt rank (or equiv) in the HQ squad. It was designed to symbolize the whole joint forces command structure type thing. Anyway, good luck - sounds like a great idea! I happen to like the idea of mercs though I dont know how the existing fluff will handle the concept. Cheers!

Sorry but most armys cant really take Mercenaries
Guard = all xenos must die
marines = same
Witch Hunters = same (even more so)
Daemonhunters = must die
Tau = ok with them, anything gos over there
Elder = we have seen the stars born why would we need your help
Nids = nice brain
Dark elder = sure were hire you just come with me....
Choas = there use you but they wont pay for it
orks = maybe, "cans i pay yar ins teeth"
kroot = hay, stop stelling our work
Sorry, im not saying its a bad idea but you just cant justify it with most of the races
Maybe you could just make a new race that allies with someone if it helps them?

I am sure that many guard commanders would turn a blind eye to mercenaries if the situation calls for it. In the official book Dead Sky Black Sun there are a bunch of renegades that were hired as mercs before they were trapped on the Iron Warriors forge world.
So it is entirely possible. So I'll start with space marines
The unit may consist of 5 to 15 space marines. They may be armed with either BP and CC weapon or Bolters. 2 space marines may be armed with one of the following flamers, HBs, or missle launchers.
Increased squad size because they would work as one unit not as squads. No plasma or melta cause to rare to get from traders. And paintem different colors so they look the part.

The one that steals Salmon and I have come to the conclusion that the focus is going to be away from the overly focused on armies we all know. This doesn't mean that all of the others are forgotten, though. The codex will have one Space Marines unit, and one Imperial Guard unit, and that is it for those armies. As for Orks, Eldar and other races, we might include one entry each.
Again, the focus is going to be on lesser known races, to add diversity. Think of Demiurgs or even Hrud!
