When selecting a force with a small points total I think you need to think about the composition carefully.
For me games between 500-1000 points represent skirmishes where troop choices and lightly armoured vehicles take precedent.
In our games we tend to ignore HQ choices when playing small battles what do you think?
The rules for a combat patrol which can be found on page 182 of the rule book might be what your looking for. They have restrictions on how much armour vehicles can have, the choices that can be taken, armour saves, wounds, etc. Its great way to keep the game balanced at that low of a point game.
