Titans in 40k are extremely boring.. They basically reduce the entire game into a question of whether the titan can be killed or not. If you want to field one, you need forgeworld books, and your opponents consent..
DjSmed is correct. Several of the IA books contain information on using Titans in games. If you have a look at this page you will see these books. Each book has a link to its table of contents so you can see which of them contain titan rules.
I know IA:3 The Taros Campaign contiains rules for the Imperial Warhound titan. The "update" books should contain rules for the other titans.
