There really isn't anything that can disrupt Deep Striking, except for DH Mystics, which is basically an Auspex for Deep Striking.
Basically, the only thing that you could do to DETER(discourage) deep striking is to load up on Earthshakers and Battle Cannons. Heavy Ordnance with good AP.
Thats about it.
Edit: Didn't read the post carefully enough. :sleep: What you could do is to make a psyker or vehicle upgrade that works similarly to a Mystic, but that would take quite alot to gain the approval of some gamers. We'll have to see.

The Mystic is a henchman for Inquisitors(Lords). His secondary role is to act as sort of an Auspex for Deep Striking.
Flak Cannon - 25 points
The mark 4 flak cannon is the latest version of the famous dragon flak gun line and is in use by many guard armys today. Its primary use it shooting down low flying aircraft but it can aslo be used to shoot at enemy paratroops.
Flak cannon - S6 Range 34" AP4 Heavy D6
The crew may shoot or move the flak cannon 6",if they move then the crew may not fire aslo.
The flak cannon can only hit aircraft or deep striking units on the turn they come in within 34",you many not fire at units that teleport or are summoned.

The trouble is that deep striking could represent so many things.. It's not just parachutes.. it's also teleportation, daemonic summoning, troops burrowing up from underground, you get the idea..
The only way would be to have some kind of unit with precognative abilities, like the mystic. Since the Imperial guard only get access to the weak psychics it seems wierd to have a unit which can intercept or predict such things with any degree of accuracy.
