I need help with a flood army list. Heres what I have:
0-1 Brain Form
Pt Cost: 50
Number/squad: 1 command form
Rules: Memory Leech - If an enemy model is killed within 12" of the brain form, roll 1d6. If the result is a 5+, all flood models have +1 WS against that same type of model for the rest of the game. (EX: a space marine scout is killed and absorbed by the brain form, all flood gain +1 ws against all marine scouts) This bonus cannot be gained more than once against the same model type.
1+ Flood Combat Forms (various models)
Pt Cost: 16
Sv: none or old save (see infection form entry)
Number/squad: 5-10 combat forms.
Options: The flood are all equipped with simliar ranged weapons, or old special weapons.
Rules: One can be upgraded to a rocket launcher (+15). Up to 3 can be given needlers (+5 each) or plasma pistols (+5 each).
Feel No Pain : 4+
When a combat form is killed, place it on its side. At the beginning of your next turn, if an infection form squad is within 6", you may kill one infection form and revive the dead combat form on a 2+. If the roll is 1, the infection form is still killed.
Combat Form Gun
Jackhammer Rocket launcher
as SM launcher but Heavy 2 and krak missles are AP 1
Assualt 3, Needler (at half range or less, it becomes AP 3)
1+ Flood Infection Forms (spore mines)
Pt Cost: 5
Number/squad: 6-28 infection forms.
Options: The flood are equipped with no ranged weapons.
Rules: If an infection form kills a model roll 1d6. If the result is 6, the target model becomes a combat form under the flood player's control. It retains its old armor save and a special weapon , if it had one. All combat forms created create new squads. All created combat forms can join other combat form squads. If a vehicle taks a glancing or penetrating hit form a squad of infection forms, roll as normal for taking control of enemy models. If this roll suceeds, you gain control of the vehicle. Its BS, if it has one, is lowed to 2.
Infection forms are very small and light, and can blow about quite easily. If an infection form ends up under any form of blast template and is not killed, it moves D6 inches away from the centre of the template but suffers not harm.
Pt Cost: 60
Number/squad: 1-3 carrier forms.
Rules: Carrier forms may spawn infection forms. During the assualt phase, roll 1d6. Use the table below:

1 0, carrier takes a wound, saves not allowed
If a carrier is killed, place a small blast marker over it. Any models affected take a S6 AP 3 hit. Flood models under the template are affected Then roll 1d6. That many infection forms are spawned.
All forms created stay in separate squads from the carrier. All created infection forms can join other infection form sqauds.

Looks alright so far, but you might need to put in some points values. And I reckon you need a HQ choice. Maybe an infected marine or something?
I like your idea about the infection and you start controlling one of the enemies models...
Maybe a special rule for the Needler: under half maximum range it becomes AP3 or S4.
Just to show how at short range, you could pump your opponent full of needles...
But I call to God, and the LORD saves me.
I think Bs 3 might be too high, and T4 4+ 2 wounds plus a gun is a little scary, maybe FnP with 1 wound and a 4+ might be a little easier.

So the main idea of your army is using your... duh.. infection forms to get enemies?
I like this idea!
But like has been said, you need to assign points. I would suggest that infection forms are cheap, as you will need a ton of them. Combat forms would be much more expensive, as they are much tougher (except against shotguns.... love the shotgun).
The Hvy Support infection form carriers should spawn more critters when they die - perhaps D6 rather than 3, and they always spwan some.
My impression of the Flood (and it's ages since I've had anything to do with Halo) is that you will need an absolute pile of them, and gradually overwhelm enemy forward positions, convert their troops, and munch them after that.

I have no idea how I'd fit this in under my Command-and-Control rules - some ideas would be welcome.....

Also, you know how in Halo, when an infection form makes contact with a dead combat form, it revivifies it? Maybe have a rule that when a combat form is killed, lay it on its side, and if an infection form comes into base contact with it, stand it back up with 1 wound and remove the infection form? This wouldn't apply if it has been subjected to, well, basically what the necrons have (they were killed by something that doesn't allow armor saves/auto-kill).
