Codex Insurgency is a long run custom codex, which has been under constant development and tweaking since about september 2005 with about a dozen stable playtesters reporting in.
It is designed to allow you to play an army of any type of rebellion in human history or which occurs in the 40k world, from Tau rebellions, to Genestealer Cults or Chaos Kabals. Even the Redemptionists get a chance to burn some heretics. It plays quite differently from other armies, as its a fairly good representation of assymetric warfare on a 40k scale.
Enjoy, and please post any comments or critiques you have. Many many errors and exploits have been caught by readers and it has helped to make it much, much better and far harder to exploit.

Couple spelling/grammar errors that I've noticed, but only one I can remember off the top of my head:
Page 1, paragraph 3 - "godhead" should be "godhood."
Seems like an interesting idea... I may be able to playtest a small army of them this coming week, and I'll post my feedback then.

Looks great. Love the Angry Mob but I'd have figured an angry mob would be a troops choice in a rebellion not Heavy Support.
And I didn't see any mention anywhere of exactly what Manpower Points are...
EDIT: Found them.
And while you have a point about rebellion leaders, I figure at least SOME of them are going to be uber-killy by human standards, so have the option to make them thus. Anyone who likes a cheap HQ will be thankful for a 15-point HQ choice, and anyone else... can have a decent soldier leading the rebellion not a boring person.

If you wish a Killy HQ it is entirely possible, they will probably have to be brought in from another list though.
For a default, every type of rebellion can include Imperial Guard Selections (so you could take one of their HQ choices), you could also end up with A daemon prince or Shas'o and his crisis bodyguard.
The prevailing mentality for the list though, is "wall of garbage".
As for the mob.
Ya, I struggle with putting it in Heavy Support too, its kind of a "Squre Peg in a Round Hole" situation.
Its not Fast, Its not Elite, its not an HQ for sure..and being unable to claim objectives or contest table quarters, it really didn't seem like a troop choice.
Its also partially because of balance, by plugging it in Heavy support its also one less Captured (or Defector) Basilisk you could take.
"Wall of Garbage" sounds good but just doesn't work if your enemy has an easy time choosing which garbage to shoot at, which they really do under the current rules. Almost everything in the game can pass Target Priority, no trouble.
Then again this list is for fun not competitiveness or am I mistaken? I'd collect it but the unit sizes put me off somewhat.
yes, it is meant to be slightly on the weak side, the logic being there are plent of competetive lists available if that is your prime concern. It also makes opponents much more likely to play against an unofficial list.
And I doubt "The Mob" will be moving to troops, its been there along time, and there really doesn't seem to be much reason for it not to be heavy either.
I also almost forgot, about the godhead/godhood thing, they are actually synonyms for each other (in most contexts)
Hey, cool. I remember seeing this on Warseer. I always thought it was good work, but... never did anything with it, since it isn't official, and no one will agree to play against it here.
I would definately make sure you have an opponent or two who are willing to try at least one game or two (make sure to ask btw, many people just assume others won't play because it isn't official) before collecting it specifically. If you have models that can double (ie, Traitors or guardsmen). After you've played a few games in your local store people tend to be pretty open about a game.
Definately don't make it your only army though.
