So ive read the first Eisenhorn book and i really liked the Imperial Navy security troops that ran around throughout the book. So i'de like to create a codex Imperial Navy but im not really shure how to start. Ive looked at several house rules codexes to get a basic idea but im not shure how i should make shure everything is balanced.
Any advice would be much appriciated.
I'd probably use the IG list (with doctrines) along with some WH allies(for ship board priests, more storm troopers ect.) to come up with this list since they're all humans with typically no modifications.
This sounds like more of a modelling project than a rules development one unless the units in the books were radically different than those found in the two codexes mentioned above.

I would say IG with some doctrines built in automatically, if opponent allows it.

well, i was thinking it would have alot of Gaurdish aspects, but i also wanted to place more emphasis on melta weapons, and restricting long range and machine guns, i'd like to add things like shotcannons ans shotguns to the normal squads of navy personel, the Eisenhorn books talkes a fair amount about how the navy uses land speeders and i though a dreadnaught-like boarding vehicle would be interesting.
