I think thats how it has been, because wouldnt you want to shoot a big heafty battle cannon shot at that choas marine squad? Where you aim, is where the middle of that template is.

I think its just against vehicles, if the little hole isnt on the vehicle your shooting at then the ord. is at half its strength... I think anyway.

That is true, if the hole of the template is not over the vehicle, it is at half strength, but you still roll two dice and pick the highest. Also, you know always get cover saves from ordnance in woods, due to the shell bursting amongst the trees above, and you get cover saves if the hole of the template is outside cover and the target is within. The hole=1/2 strength is good, because it stops evil players from nuking four tanks at once.

If someone has an ordinance template and their opponent puts four tanks within a 5" radius, then isn't the opponent the moron?

Do we reward bad deployment and movement tactics with silly rules? I sure wish we didn't.

Yeah thats a good point actually, Hourg1ass, maybe they should have a rule where exploding vehicles affect each other now to punish bad deployment- but, bear in mind if you are playing say, 1,500 points on a 4 foot by 4 foot table, as happens at my local GW, and they are using a steel legion, armoured company, or speed freeks force, as certain people there do, The tanks are gonna be pretty sandwiched together.
