I would have to say unlikely, most estimate that this one is actually Azrael.

I dunno 2 sm armies seem like a bad idea for a starter. kids will hack off the chaos iconography and use the csm as space marines, gw will lose alot of sales on that alone... Seems like a stupid thing to do.
i take it all back the chaos army is supposed to be cultists rigt? forgot that
The "Eldar in the starter set" rumour was squashed a while ago.
thats not to say that Eldar wont release in November (GW's favourite xenos month) but with the Hobbit its unlikely and DA is a dead cert (hence the WD image and new paint sets) and the rumours for CL are much stronger than Eldar...in fact where are the rumours for Eldar??? i know people have been saying they are coming out...but thats about it.

I wouldnt bet my chips so much on the DA.In fact it could be a successful trolling in part of GW to send us as far away as possible from the actual release.
Praise be to the Emperor!!
well, so long as i get my Chaos i really dont care but DA would be cool. i would actually prefer Tau to DA but i guess we shall have to wait and see.
Not something GW would do considering they are first and foremost a model making company and BL is sort of a partnered company. i know that they do advertise BL stuff but considering its the WH40k 25th Anniversary year and there is rumoured Dark Angels and Chaos on the way it seems a bit silly. but then again so did a LOTR release during the actual 25th Aniversary month!
anyway so long as CSM's get their much needed love...

Black Library isn't a partner company, it's a subsidiary, like Forge World. That's why all the stuff they do is geared towards Games Workshop product, again like Forge World. White Dwarf would also not be the vehicle for them to reveal a new big release like a 6th edition starter set, which is why you also didn't see White Dwarf dropping huge hints about the new paint sets.
For all we know, this is just what White Dwarf is doing now, having pictures on the spines, kind of an incentive to collect a whole set. If it does have anything to do with the wider Games Workshop line, it will most likely be a White Dwarf codex for Dark Angels, like the Blood Angels had. Heck, with the pictures of flyers we've been seeing, I'm not even convinced yet that 6th edition is coming out this summer. I've said it before, rumours said it would come out last summer and we got Storm of Magic instead.
