I dont see why they couldnt have bumped them up to 3 attacks and frenzy instead of just 2. Varghiests are S5 (so effectively have the Khorne buff), have 3 attacks AND frenzy, can fly, and can have wounds healed back to them, and they are only a couple of points more expensive. Sure you get regen on the Skin Wolves (5+), but i still think they could be cheaper for what you get.
But the thing you forget is that the Vargheists exist within an army that has weaker core choices than a lot of armies and so are more powerful to compensate when performing actions such as a flank attack on a unit locked in combat with some skeletons or zombies. Their synergy within a vampire counts army is different compared to what the Skinwolves synergy would be in say a warriors of chaos or beastman army where the main combat troops are a lot more powerful. Obviously the more savy Vampire Counts players would very likely not bother with skinwolves and take vargheists instead but those players who use other armies would possibly consider them.
