Hey Guys!!! Been a while. At a local store they are having a 2250 WHFB tournamnet and i was thinking about using this list at the tourny. Now then you all have to understand that besides this the only other skaven i own is 2 or 3 giant rat packs. So please if you think i should swap war gear or change something let me know! But please dont try to add or remove models. Thanks guys for reading this! Now here is the list.
Gray Seer: Screaming Bell, Twisted Crown of the Horned Rat, Skalm Power dice 4 Dispell dice 2 535
Accompanied by 30 clanrats he stays in one spot casting spells and trying not to die.
Chieftan: Battle Standard, Umbranner, Heavy armour 109
Goes with plauge monks w/ extra hand weapons. Keeps them alive while they charge through the arrows and such.
Warlock Engineer: warpblades, Upgraded condensor, Supercharged Accumulator, Storm Daemon, Warpstone charm 135 Power dice:2 Dispell Dice:1
Hangs out near the second unit of clan rats casting spells and staying safe
Assassin: Black Blade of Fury 155
Goes with Chieftan on thier little journey across the battle field once in combat does amazing stuff and just kills evreything (or so thats the plan)
30 Clanrats: Ratling Gun,musician, standard 225
Screaming bell unit just prays they dont die sitting on a hill occasionaly move to allow spells to reach thier target
30 Clanrats; Warp Fire Thrower, musician, standard 240
Advance keeping the engineer safe till they get to close to combat then he hangs back with the screaming bell casting into combat.
21 slaves musician 46
i dont know...what ever i need them for. You can come up with your own ideas.

20 night runners: Night Leader, Additional Hand Weapons 150
Go on the same flank as the WLC stalling the advance and hopefully looping around to the enemies rear. Also march blockers.
20 Plauge Monks: Deacon Musician, Standard Banner of the Burning Hatred, Extra Hand Weapons 210
Remember the Chieftan and Assassin? Guess where they go. HERE! Does anyone esle see the lovely killing that can only occur with this combination?
20 Plauge Monks: Deacon Musician, Standard 145
Hopefully can death frenzy these guys and send them on a suicide mission into enemy lines killing all they can untill they get support. If not then they defend the flank of the other plauge monks. I just found a use for the slaves!

Your bell unit is too big, remember the bell takes up 6 spots in the block. 24 rats should be enough, your other blocks should probably be 27-28 and your bell unit should have a ratling gun.
Your plague monk units are a little too small. 25+ is the size, with no combat character in there you'll need to have weight to win fights.
Night runners should only be used to bait and flee with, they are terrible, get Gutter Runners instead or keep the night runners as small as you can.
A plague monk unit can just take the umbranner itself... so your BSB is kind of pointless, take a plague priest with a flail, bands of power and the warpstone amulet instead, he is a beating.
Rat ogres are fun, but not very good. Their leadership is too low, so your lord would have to baby sit them... Get Plague censer bearers, about 7. They are better against everything.
ya i know you said you don't have models but here is a few suggestions.
a) replace the assasin with a plague priest with additional hand weapon, bands of power and the warpstone amulet instead, he is a beating. this is one point i disagree with the guy below. would you rather have 5 attacks (3 profile +1 ahw +1 frenzy) at Str8 OR 4 att (3 +1) at str 10 first round and 4 at str 8.
also know the assasin can not hide in a unit of plague monks.
plague monks in units of 20 are still godly. they get the charge against anything but HE's and you will usualy kill the entire front rank. (i would give the other unit Ahw)
clanrat units are fine 30 is great.
also your Greatseer has 6 PD (4 base 2 from bell)
i'd drop the skalm and grab eye of the horned rat (grants a PD on 2-6 and loose one on a 1)
this will give you 6 PD for your GS 1 for your Warlock, and 4 in the pool to be used as you want.
i completely agree with droping the rat ogers. they are not worth thier points. i'd pick up some Censor bearers if you can. their great.
maybe use the night runners as "gutter runners" (aka proxy them) gutter 10x better then night as they have scout ability and can be used for march block alot better.
if you have the models maybe pick up another slave unit or 2. slaves are godly and i love them. my slaves have killed characters for me. (i'm telling you requiring your enemy to do 4 kills to tie and when they fail you run them down is funny)

I see what your saying with the night runners but i have no experience with gutter runners so im a little hesitant to first try them out in a tourny. I think i will swap out the skalm for the eye of the horned rat and what about a dispell scroll since ill have the points?
As to AHW VS. Flail for a plague priest. There are many times (if the tournament is open list, or if you play the same people more than once) that they will absolutely NOT let you get your bands of power off, esp when you really need it. With a flail, even if you don't get it, you are still STR 6 in the first round of combat. Its a bit safer IMHO.
Plague monks are definately going to be targets... you don't want them to be taken down to say 11-12 models before they get to combat and have to charge something that will beat them do you? They definately don't beat EVERYTHING other than Highelves. Not to mention you need everything you can get if you have no combat character in there. Always take additional hand weapons.
You don't need 30 clan rats.. 28 is usually enough to ensure weight. Help save points where ever you can, changing both units of 30 to 28 is half a slave unit.
Always have slaves in a skaven army.
I usually give my Grey seer the following.
Tenebrous cloak... 3+ ward against magic/non magic missles... He is a target up there, plus it helps protect him from his own warp lighting hits.
Warp stone charm, one reroll a game. Need to avoid miscasts, or reroll something to get that critical spell off.
Warp scroll. Awesome bound one use item.
I sort of half read through other's responses, but here's what I got for you.
Also, it looks like the tourney might have passed already, but there's still some good advice here to help you for the next one.
Since the Grey Seer isn't going to see combat he should take the Cloak, Eye, and Charm. Charm will be real good against those miscasts, possibly turning them into an IF. The rat unit that's with him is too big. Drop it to 23 and add your Chieftan to it for those cases where you didn't want it in combat but it ended up in combat that +1 for having a Battle Standard will make sure you stay where you are. That'll save you some points where you can distribute where you want.
Chieftan should take a stormbanner and go into you GS unit in the back to stay outta combat. Stormbanner will keep your units safe from shooting and any fliers so you can get them into combat.
Warlock Engineer should take either stormdaemon and scroll or stormdaemon and scroll or 1 scroll and 2 tokens depending how you want to use him otherwise you got all the equipment he should have.
Assassin doesn't kill everything. All he does is just soak up points better spent elsewhere. Either go for another Engineer with 2 tokens and stormdaemon or scroll and stormdaemon is you didn't take it with the first one, or go the plague prient route like the other's have said
Clanrat units look ok, except for what I mentioned earlier. I'd probably drop one form that other unit so it'll be a straight 30 with the Engineer.
Definitely need as many units of slaves as you have clanrats. They're so cheap and can hold up units over 3 times their cost for about 2 turns or how ever long it'll take your other units to catch up to them.
Nightrunner unit is way too big. Maybe take 5 with slings and keep them with the WLC to keep it safe from charges, then take 10 (still too big) and have them screen your monks. Idealy you'd want to run them in units of 5 since anything over a unit strength of 5 causes panic to those around them, but since you have only 2 clanrat units you can only take 2 units of them. I'd convert the other 5 nightrunners into gutter runners and have them tunnel into the back ranks of the enemy army to kill any annoying warmachine crew or archers, but since the stormbanner is around they'll just be sitting around doing much of nothing until those gutter runners pop outta the ground and kill them.
I'd try to go with 21 monks, but if you have the Plague Priest then this is good. Deploy them 7x3 for maximum use of the BoBH and those 2 hand weapons. Can you say 14+ attacks with all the misses re-rolling?
I'd probably drop the other unit of monks and go with more clanrats, but you said not to add or drop units so unless you can model them into clanrats then they'll do for now. So probably try to add one more for that 7x3 or just go with the standard 5x4 and add in the Banner of the Swarm for that +1 and have them team up with the other monks as a flanking unit to combat res the hell outta any unit that you think you'll have a hard time taking down.
RatOgers don't really do much. For 90 points you can take 3 units of Giant Rats as a flanking unit, just use the packmasters from the rat ogers and take those rats from the plague monks sprue and it'll be an easy 18 rats. You don't have to field them 9x3 with the packmasters beind the middle ones, so you cna field them the normal 5x4 with an extra in the back for that extra +1 rank bonus.
WLC is always good but keep it protected with some night runners and it won't be going anywhere. Atleast not until the night runners die.
