hey , I'm new to warhammer , but after playing 2 games i came up with this army list :
warlock enginer(+15) - musket rifle(+15) – warp-power accumulator (+15)- warp energy condencer (+20)

so here are my questions : my friend is allways trying to cheat , but i wanna play fear. is this list in some way not in order with the rules ?
any improvements i should have done ?

I have some problems with your list. I see items not found in the current skaven armybook, plus some choices which are illegal.
I. Warlock Engineer
a. There is no "warp-power acculmator" in the armybook. If there is, can you please tell me which page its on?
b. You need to upgrade the warlock engineer to at least a level 1 wizard in order for him to use spells. A level 1 wizard upgrade will cost 50pts.
c. I believe a "warp-enery condenser" is a must. Good choice there.
d. I prefer the warplock pistol, to the warpmusket, but that's just me. It all depends on the range you want, and if you want to convert a warlock engineer model to hold one.
a. The heavy armor comes standard, you do not buy it.
b. I would suggest giving him a shield, no matter what weapons he has. It just gives him better protection against incoming fire.
a. They cannot carry magic banners.
b. I would have one unit with spears/shields.
c. You should have enough room to attach a weapon team to one unit.
IV. Warplock Jezzails
a. You can only have one team upgraded to a sharpshooter team.
The 500pt list I use is :
Warlock engineer ( level 1 wizard ), warplock pistol, warp-energy condenser = 93
20 clanrats, shields, full command = 110
20 clanrats, spears/shields, full command, warpfire thrower team = 190
26 skavenslaves, musician = 54
15 giant rats, 1 packmaster = 53
I assume your friend plays with a Warriors of Chaos list? If so, I don't believe he's fielding anything extremely nasty at 500pts. At the most, there will be lots of marauders and horsemen. If he does take any chaos warriors, they shouldn't be enough to cause that much trouble.
The warlock and warpfire team will be enough to take on opposing large units and choas warriors.
Use the skavenslaves to tie up his most dangerous unit, and remember you can fire into anything the skavenslaves are fighting. Its a rather nasty tactic, yet effective. If the skavenslaves break and run, they're going to attack any unit they run into anyway.
The giant rats are also good at tying up units, so throw them against horsemen or have them help out the skavenslaves.
Skaven do rather well in small point games, 1000 points and under. Its due to the sheer amount of models you can have on the board, and usually your opponent cannot take anything extremely nasty at that point level.

I the accumulator is from the old book .. ( warlock enginers where super nasty before. ) but of course you have dozens of oppertuneties now.
but i have a feeling that my friend will take down a lot of more points than what i would with this army. he is gonna use ( im allmoust 100 % sure ) like 21 warriors with additional hand weapon....... this means a really bad combat resolution.
but if i have a couple of warplock jezzails , these can shoot througt the goood armour save the worriors have ( ecpesially if shield) and he cant do a shit before he is getting flanked out by 2 regiments of clanrats. so insteed of look up horsemen , get them down ? i think thats a good idea.
last time I played , in the close combat my 40 clanrats + cheiftan+ champion with spears killed ONLY 2 worriors. that was like 32 attacs + cheiftan... . . .. and of course , he killed 14 cl that made me start fleeing of the table. 330-30 points ?
the skaven is having so low leadership that i need 25 at least ( 5 ranks )
this is my arguments for keeping jezzails , hehe.
You could probably squeeze in 3 jezzails, the minium, in a 500 point force. You just need to make extra sure they won't be fired at or charged.
I will still suggest the warpfire thrower team, as they turn chaos warriors into molten slag.
Well you shouldn't really have much trouble if he has that many warriors. I'm assuming he has Mark of Khorne (frenzy) so even with no command that's around 365 points. That means that's about all he has, so you can easily spend a few turns shooting before overwhelming him with multiple flank charges etc. Just don't charge early - wait as long as possible to whittle him down first. My advice as a WoC player starting Skaven.
psst: you want to take the individual points costs off the boards - just have a total at the end (it's a requirement of the boards not to put up individual equipment costs because of gw copyright requirements)
