I play 40k regularly, but am just starting skaven. I bought the IoB box and now I want to move up to a 1000 pts. I would like the list to be tourny worthy any advice is appreciated.

Your list has a pretty good core, but overall I am not much of a fan of Stormvermin. You have 300 points tied up in them, and I really don't think you will get the value out of those points, especially in a tourny setting. I would maybe drop the Stormvermin, add a Doomwheel, maybe some Jezzails, and for sure add an Engineer for a little bit of magic. At 1000 points you won't encounter a ton of magic but you will definitely run into some, and the Skaven do have some fun spells.
Just my thoughts, but it should help you be a little more competitive then where your list is currently at.
I have two questions I know in the main rule book it says 25% can be rare, but in the skaven book it says 0-1 and I have a warp lightning cannon in the last now. I can see where stromvermin might not be worth there pts but are jezzials worth there points have never tried them.
The Skaven book was printed before the 8th edition book came out, so it has not been updated to reflect the newest rules. Up to 25% of your army can be rare, so you can take the warp lightning cannon and still have some points left to use if you want.
The Jezzail's have worked well for me as long as my dice haven't been behaving badly. If you take them be sure to upgrade one to a sharp shooter.
Jezzail teams are great for high strength, long ranged shooting. Although I've not had much practice with them myself, they have high kill potential. I also agree with poypoyking that 30 Stormvermin does seem like a lot for 1000pts. I like to have that unit with the Bell sitting in it at +2000pts.
I would suggest Plague Monks personally. They're probably not quite as useful now that combats are resolved in initiative order but as long as who they're fighting isn't too hard and they aren't in combat alone then they can work wonders with their 3 attacks. Also a Doomwheel would wreck practically anything in smaller games and they're so good anyway that it's hard not to include on in any army.
Bad news, the army is illegal. Your BSB can't be your general, so you need another character to be your general. Dump the clan banner, slave shields and possibly the gutter runner slings to get another chieftain.
