the skaven slaves are to be deployed 5 wide and 10 deep
they are there to hold the enemy up, nothing else
the doom wheels are to smash into the flanks of the enemy and they are used to build up combat res while the slaves stop steadfast
all characters go in the storm vermin with the screaming bell which is deployed in the centre of my army with the 2 units of slaves flanking them
this unit will be a death star unit
the giant rats are used to go against something horrible like chaos knights and just hold them up while the plague monks are kept in reserve until they are needed and just mop up whats left
the warp lightning cannons are used to shoot into combat until the doom wheels get there

Excellent list. Just three things:
1) that's a lot of Doomwheels
2) NEVER put all your characters in one unit. Talk about putting all your eggs in one basket! No, take out your BSB and just chuck him somewhere else, like near your Slaves. For them to work, they actually have to survive long enough, so an idea could be chuck the Assassin in the Plague Monks, and get rid of two warpstone tokens on the Grey Seer. Then buy two naked Warlock Engineers and chuck them in each of the Slave units, which would bring their unmodified Ld from 2 to 6 or 7, and then maybe up to 10 when you include rank bonus. Have the BSB hang around them and suddenly slaves will tie up Chaos Knights for half a game
3) Screaming Bell is NOT a death-star unit regardless of the amount of upgrades or how many characters you have in there. It is not a competitive entry, as it is an expensive contradiction - magic with combat. That's why you would use it for support instead. Therefore, it would be wise to put 40 Clanrats and command and Weapon Team with it, and make it do its proper job - support (get rid of a Doomwheel so you can do this). Then you can put the Warlord and Stormvermin somewhere else. Then you would have a decent army. You wouldn't have one huge fire magnet either.

I keep seeing Grey Seers with preservation... the bell gives them a 4++... waste of points.
