So a group of friends and I just started playing warhammer and I was wondering how I can improve this list I made up. All criticism and help appreciated.

Well that's actually not bad. As a side note you don't need to include character special rules when writing your lists.
One thing that is missing is the Warp Lightning Cannon. Or two. I'd suggest get rid of the Hell Pit and buy yourself a couple of Cannons. They are seriously the best war machine in the game.
Also, the Deathmaster does not really fit in with the theme of the list. I'd suggest a group of ten Gutter Runners with Poisoned Attacks and maybe even slings if you want to. I can't remember how much that unit costs but if you can get two units of them! By the way to save you ridiculously amounts of money just use a Night Runners box for your Gutter Runners.
If you don't want two units of Gutter Runners then I'd suggest slotting a BSB in there with the Storm Banner. Seeing as it doesn't really affect us (magical weaponry) it's really good in difficult situations.
This is all off the top of my head so if you have a few points spare buy a Warlock Engineer or two, and stick them in the Clanrat units for some good ol' leadership bonuses.
on your plague priest you don't need to include both the flail and the warpstone weapon. He will have to use the magical weapon, so the flail is useles. I'd drop the magical item in fact as a standard flail is probably good enough for him.
Also, you could swap the doomflayer on your clanrat unit for a ratling gun. It is arguably the best weapons team that Skaven have.
Warlord, a couple things. Doesn't the storm banner affect friendly shooting as well? If he included the 2 warpcannons, he shouldn't have the banner. 4+ to shoot each turn hurts all the ranged attacks. Also, don't engineers and clanrats have the same leadership (5)? I don't have the book infront of me so I may be wrong.
Storm Banner affects both sides. But it doesn't affect magical attacks. Handily enough for us most of our weapons are magical (Warpstone).
And Warlock Ld is 7, so you're getting bonus Ld for very low cost. Also he can be nasty when equipped with certain items of one's own choosing.
I didn't realize that the Warlock was Ld7. I thought that was reserved for Warlords and Grey Seers. My bad
Nah mate sorry you're right, misread it and he is Ld 5. He gives bonuses to slaves but not to Clanrats. My bad, muddled things up there.
Thanks for the responses guys I'll have to revise my list. And i use an army builder program that automatically added special rules =p But thanks for the tip about the gutter runners. I really love the hell pit though is he really not worth the points? Also yeah the storm banner is absolutely amazing I forgot about it. Lastly is the Screaming Bell worth it? Because it's pretty random so i was thinking maybe the extra points could be spent on something better? (More gutter runners maybe?)
In 8th edition, the BSB has become a critical character, in a list . You're better off equipping him to survive, giving him the best ward save you can .
The A-bomb, is the A-bomb . You can shove one into a 1k list, and still make a relatively good one . You should be able to use an A-bomb, plus upgrades, and have you're 2 WLCs .
The Bell is a powerful platform, and mount for you're Seer, yet hiding him within a unit is a far safer option . I don't have the book with me, atm, but I believe war machines hitting the bell, will make it ring out of turn . This adding to the randomness of the Bell's rules . Is it worth the points ? That depends on who you ask . Some players avoid it like the plague, while veteran players still embrace it .
I would drop the Deathmaster as well, and use your points for night/gutter runners .
I'd drop the spears, as skaven need to be on the move very turn . If I remember correctly, you don't get the extra rank attacks, unless you didn't move that round ? It probably changed, and I misplaced my WHRB currently . I prefer the ward save in hth, over spears .
I'm assuming, that one of you're large clan-blocks, was built to push the Bell ? It can't move by itself, so a large clan-block is a must . I wouldn't attach a team, just for the sake of keeping your Bell-clan intact, for that much longer .
Watch those large clan-packs, though, as you'll soon have trouble moving them around the table . A clan of 50 is fine, for pushing a Bell or the Furnace, but I go for blocks of 40, otherwise . I'd also switch out a clan-block, for skaven slaves . Use them to tie up an opposing unit, and fire into that combat ... skaven can do this, while other armies can't .
I'd drop the priest, and load up on warlocks . Give them their powerful, one-time items, such as the doom rocket, and pepper them within you're list . I prefer them in skaven slave units, as you'll be throwing them at your opponent anyway ... with a rocket to the face !
In closing, you'll ultimately have to choose on what type your list will be . Are you going for a "competitive" list, one to take on anyone with a good chance of winning ? Will it be a "fluffy" list, one that represents one of the great ( or lesser ) clans of skavendom ? Or will it be a list, solely built with choices you just prefer, and drown your opponents in the love of the game and comes-what-may ?

If i'm not mistaken you only get the spear bonus if they charge you.
