I don't know if anyone else has noticed this, but in the Skaven FAQ it states that a Skaven unit engaged in a second or subsequent round of combat does NOT benefit from re-rolls granted by the Screaming Bell's hatred buff, because it isn't the first round. That would be fine, but in the Empire FAQ, when Flagellants gain hatred from some of them becoming martyrs, they get their re-rolls, even in an ongoing combat. Do GW not even check if their FAQs are consistent?
I think you would be hard pressed to find any sort of consistancy between all the army books/codices in the GW line. Perhaps this will be addressed in the pending Skaven updated army book. Probably not, but you never know.

As a tournment player you get used to working with inconsistencies, its kinda the way the game works. I'm sure all of this will be clarified with a new good. Unfortunately by RAW and the way hatred works its what happens. There have been events that have clarified this an made a 1x event ruling, but skaven players are so rare at tournaments especially with a bell its unlikely. I've usually just pulled out everything before the game against my opponent reviewed bell asking if they want to play it by RAW or logic. Typically I side with RAW because its the way of GTs.
