I am planning on making a mostly horde army with little to none war machines and characters to how my units together. At this point I'm looking for good ways of fielding my clanrats, rank and size of units. The other question I'm asking is; are stormvermin worth it i was thinking maybe one units of 40 and fielding them 10 wide. Overall I want to know if this is viable in a 1000 point army.

So i'd get larger units of clanrats - HW and shield is by far the best equipment IMO.
also, don't limit yourself to always setting up in the same way. 40 odd clanrats? deploy in response to your opponent. he goes 10 wide, put down a 12 wide horde. he goes 5 with lots of ranks? consider 7 wide with more ranks.
A 40 strong stormvermin isn't really that effective at that size game. I do endorse 1x unit with shields about 30 strong - war banner / etc (I did a guide on the BSB too recently with all the banner options broken down recently) - as funny as it sounds i would prefer to have a 6+ ward instead of the +1 strength with them (choose to use the HW and get a parry save)
Couldn't you still use the halberd and have the ward save because it says you just need to have the shield and hand weapon in order to claim the ward save
You only get the parry save if you fight with a hand weapon and shield. As the halberd calls for two hands, you cannot use the shield with it in combat, and therefore do not get the parry save.
I keep my clanrats in packs of 30 models strong, so I don't get bogged down my terrain pieces.
They're equipped with spears and shields for all those extra rank attacks.
Always a full command, unless I'm playing a small game where I need the points for more bodies.
I will either attach a mortar or warpfire thrower to a pack.
As for the stormvermin, I prefer...
A pack of 28 to 29 models strong.
Equip them with shields.
Full command with the Standard of Discipline.
I place both my BSB and warlord with them, so my whole list benefits from the combination of "Inspiring Presence" and "Hold Your Ground".
These are just my opinions.

That's right. The shield is only useful against shooting.

So I forfeit +1 STR with the two handed halberd, and instead have a HW and shield for +1 Armor save and 6+ ward save.
- Me, I prefer to make it a war of attrition in a fight. Stormvermin are less survivable than clanrats with shield otherwise, which isn't really worth nearly double the points IMO
# If i am wrong and have to use the halberd please do point out my error, (It's a bit silly to have HW and halb in the unit wargear entry isn't it?)

P. 89 of the BRB, under the close combat weapons section. Says if you got a special weapon (anything not a hw) you have to use this, unless you got a magic weapon. The halberd/hw equipment part is a leftover from 7th I fear
