Whats a good hitting Chieftain/warlord load out?
I only run Chieftains if they're my battle standard bearer as well. If you give him a magic standard, that limits the options rather severely. I'd probably take a halberd and a shield so he hits at Str 5, though there's nothing wrong with taking an extra hand weapon instead.
For magic, I've been trying to keep him cheap so I can put points elsewhere. I've been using either a Sword of Might or Dwarfbane (just 5 pts more!) and an Enchanted Shield. Makes him pretty choppy and reasonably survivable for very cheap.
For Warlords ... they sky's the limit, practically! What do you want to do with him? In what unit will he be going? Clanrats? Stormvermin? Along with a Bell? Much will depend on that. A generic warlord clan Warlord with big ambitions of being nasty-nasty could have: Enchanted shield, War Litter, Warlock-augmented Weapon, Warpstone Armour. However, at those points, you're nearly equalling the cost of Queek who is a true badass.
Queek is the gold standard for Skaven combat characters. If you're spending as many points on your Warlord as you would on Queek, just take Queek. Unless you're set on something thematically interesting for a flavored list. For example, I came up with the following loadout for someone working up a Clan Moulder-themed army: Warlord, Rat Ogre Bonebreaker, Sword of Swift Slaying, Warpstone Armour, Enchanted Shield, Talisman of Preservation.

I rarely use a warlord as my Grey Seer is usually my general. I will use a single cheiftain as a BSB with either the banner of the under empire in games of 1500 and under or with the storm banner in games of 1500 or over. I'd like a shield but I dont have a model with one and would prefer not to proxy, I am working on converting one up though.
He wont likely be getting other gear although the combination of a tail weapon and poisoned attacks in tempting.
Warlords are decent combat characters but I'd rather spend a few more points and take Queek 9 times out of 10.

I have my warlord mostly just for his leadership, and the chieftain for the bsb. I usually give these guys an halberd, sometimes a potion of strength if I have some points left. As warlords aren't the greatest lords in combat and as they have that rule that you can decline any challenge, you shouldn't equip them for those jobs. Having every unit within 12" of these guys LD7 and the ability to re-roll all morale tests, make them worth taking for me.

I rarely field a Warlord, apart from Queek, which I field regularly. I keep my Chieftain as a BSB, and use Warlocks for cheap leadership rises in units.
